Every year on 21st April, National Civil Services Day is observed to remind civil servants of their duty towards the citizens of India. This date was picked to commemorate the historic speech given by the first Home Minister, Sardar Vallabhbhai Patel, when he referred to civil servants as the “steel frame of India” in 1947.
During Sardar Vallabhbhai Patel’s speech at Metcalf House, Delhi, in Independent India in 1947, he recognised the Indian civil servants' role in the country’s administrative structure. The principles of good governance were outlined by him that every good civil servant should abide by.
He referred to civil servants as the ''steel frame of India'' because of their role in making India’s mission and purpose on paper to reality on the ground. The civil servants are the ones working at the grassroot levels. They understand the ground realities better than anyone and are well equipped to deal with scheme implementation and grievance redressal.

The civil services are a group of highly trained professionals who are the implementation and execution arm of the government. These professionals are also known as civil servants, civil services officers, bureaucrats, and administrators.
Their role is policy formulation, giving advice to ministers, ensuring law and order, implementation of schemes, and many more.

There are several initiatives undergoing to improve services by civil servants of India such as Mission Karmayogi, e-Samiksha, Lateral Entry Scheme, and Centralised Public Grievance Redress and Monitoring System (CPGRAMS).
