The Uttarakhand Transport Department was formed as per the provisions of section 133 A of the Motor Vehicles Act. The department aims at providing various services to register and authorise vehicles and improve the overall transport system in the state. It provides services such as registration of vehicles, issuance of driving licenses, and issuance of vehicle fitness certificates amongst others. It also facilitates the collection of road taxes to contribute to the revenue of the state.
Registration of New Vehicles
Registration of a vehicle is as getting a two wheeler insurance or a car insurance in India. All registered vehicle dealers are authorised to register new vehicles using the Online Dealer Point Registration System. They can collect the documents from the vehicle buyer and submit the same to the concerned RTO on their behalf to complete the registration process. After verification of documents and vehicle inspection (if applicable), the RTO sends the RC book/RC Smart Card to the vehicle owner via post.
Documents Required For Vehicle Registration In Uttarakhand
AS per the rules of the CMV Act, a vehicle is prohibited to be used in any public place in India unless it is registered with the concerned registering authority. The application for vehicle registration must be made within 7 days from the date of purchase along with the documents mentioned below:
- Duly-filled Form 20
- Certificate of sale in Form 21
- Form 22 issued by the dealer of the vehicle
- Valid insurance document of the vehicle
- Address proof of the vehicle owner
- Temporary registration certificate (if any)
- Applicable fee as per Rule 81
- Form-A (under Taxation Act, 1997)
- Passport sized photos of the applicant
- Customs clearance certificate (in case of imported vehicles) along with driving license and bond
Renewal of Vehicle Registration Certificate
The registration for private/non-commercial vehicles is valid for a period of 15 years. The registration must be renewed after this period in an interval of every 5 years. For commercial vehicles, the RC is valid for two years.

Application For Duplicate Registration Certificate
In case you have lost or misplaced your vehicle RC Book/RC Smart Card, or you want to get your old paper RC book replaced with a smart card, you may apply for a duplicate RC by submitting the following documents:
- Application Form 26
- Vehicle insurance certificate
- Copy of the FIR stating loss of vehicle RC
- Fee receipt
- Affidavit mentioning the loss of RC
Transfer of Vehicle Ownership
In case the vehicle owner sells their vehicle or transfers the ownership to another person, the RTO must be informed and a fresh RC should be obtained in the name of the person to whom the possession is transferred. For the same, the below-mentioned documents are to be submitted along with the application:
- Duly-filled Form 29 and Form 30
- Original Registration Certificate of the vehicle
- Vehicle Insurance policy document
- No Objection Certificate (NOC) from the RTO (in case the vehicle is originally registered outside Uttarakhand)
- Passport sized photographs of both the seller and the purchaser
- Fee prescribed under Rule 81
- Tax clearance certificate
Transfer of Vehicle Ownership In Case of Death
The application for transfer of vehicle ownership has to be submitted along with the following documents:
- Application in Form 31
- Death certificate of the deceased owner of the vehicle
- Proof of succession
- Registration Certificate of the vehicle
- Vehicle insurance certificate
- Passport sized photos of the applicant
Registration of Vehicles Purchased Through Public Auction
If a vehicle has been purchased in a public auction, the following documents are required for its registration:
- Application in Form 32
- Vehicle Registration Certificate
- Insurance Certificate
- Certificate of order by the auctioneer confirming the sale of vehicle to the applicant
- Copy of government’s order permitting the auction of the vehicle
- Applicable fee as per Rule 81
- Passport sized photos of the purchaser
Documents Required To Get A No Objection certificate
To obtain the NOC from the concerned RTO, the applicant must submit the following documents:
- Form 28 (3 copies)
- Vehicle Registration Certificate
- Vehicle insurance document
- Tax clearance certificate
- PUC certificate
- Receipt of the fee paid
Recording of Change of Address In RC
To record a change in the address of the vehicle owner, an application can be made in Form 33 along with the following documents:
- Vehicle Registration Certificate
- Vehicle insurance document
- Tax clearance certificate
- PUC certificate of the vehicle
- Receipt of fee paid
- Address proof
