How to Get Free LPG Connection for BPL Families

The Pradhan Mantri Ujjwala Yojana was launched and was widely accepted, with over 95.1 lakh connections being registered and distributed in 11 states so far. The Yojana was formulated to ensure that no rural or below-poverty-line (BPL) family or individual would have to resort of cooking over wood, charcoal, cow dung, or other unhealthy fuel sources.

Rural households in India have always had limited or no access to modern utilities like LPG, but that’s changing now that a lot of private LPG connection holders who held more than one connection for the sake of convenience have surrendered the extra connections. In addition, the government has made additional LPG cylinders and service infrastructure available. This has freed up a lot of LPG cylinders and equipment which can now be distributed among the rural poor.

Eligibility Criteria for Ujjwala Yojana

In order to be eligible for the discounted or free LPG connections offered by the government, applicants must be:

  • Female, over the age of 18.
  • Registered as a BPL household/family/unit with the respective State Government.
  • Registered and present in the SECC-2011 data (Rural) so as to avoid duplication and mismanagement.
  • Unregistered for an existing LPG connection.

The Yojana has promised to provide financial support to BPL families up to the extent of Rs.1,600 for each BPL household, and up to 5 crore LPG connections have been reserved for this purpose. All these connections will be registered and given to women beneficiaries, as they have been identified as the ones that have to resort to using conventional and dangerous fuel for cooking.

How to Get Free LPG Connection for Below Poverty Line (BPL) Families

The State Governments and Union Territories have made the list of BPL families available online and to the central registry in order to maintain transparency and solidarity with this scheme.

A person who is currently registered as BPL (below poverty line) whether they reside in rural or urban areas can take their BPL card to the nearest LPG distributorship and register themselves for a free or subsidised LPG cylinder as the case may be.

The government discount of Rs.1,600 includes a security deposit of Rs.1,450 for the 14.2kg cylinder and Rs.150 for the pressure regulator. In addition, the scheme also provides for a gas stove and ISI standard pipe to be given to the BPL families at a heavily subsidized rate.

A 5kg cylinder is also available to the same BPL demographic and this can be used and refilled a total of 34 times per year at the cost of Rs.161.

The state government in Karnataka may soon distribute free and subsidised LPG connections in lieu of the forthcoming elections in 2018.

The distribution is most likely to be made free of cost for BPL families. If subsidy is given the price will work out to be Rs.1,912 for non-Ujjwala and BPL families, and Rs.1,612 under the Ujjwala scheme. Another proposal is to provide gas cylinders at subsidised rates of Rs.500 per cylinder. The actual market rates for the same are Rs.772.

If this is implemented, the government will have to shell out around Rs.50 crore.

  • Centre’s Ujjwala Scheme is Yet to Cover the Estimated Figures

Announced the government of India in 2016, the Pradhan Mantri Ujjwala Yojana (PMUY) is a scheme that provides free LPG connections to women who are a part the BPL category households. The initiative aims to provide free gas connection along with a loan facility for a stove, refill or both to the applicants who are listed out by a census that was carried out by the government. The loan facility is provided based on the future subsidy the applicant will be receiving under the Join PAHAL (DBTL) scheme. The eligible applicants can download the application form from the Ujjwala Yojana’s official website. The form needs to be filled in and submitted along with necessary documents in order to receive the free LPG connection. Though the targeted numbers benefitting from this scheme is huge, the government could hardly issue half the targeted connections in Uttarakhand and other parts of India. The government is still working towards implementing this scheme in various parts of rural and urban India.

  • Ujjwala Scheme to Touch the 2 Crore Milestone

Quick implementation of this scheme and the rural electrification drive over the past two years in Uttar Pradesh overshadowed the outreach programmes undertaken by the Samajwadi Party. A number of women even today depend on firewood, dung cakes and coal for fuel, especially from the economically weaker sections. According to a report from the World Health Organization, smoke from these fuels when inhaled, is equal to burning more than 400 cigarettes in one hour and causes a number of respiratory disorders.

  • Aadhaar Mandatory For Free LPG

The government has issued a notification making it mandatory for all women from Below Poverty Line (BPL) households to provide their Aadhaar card details in order to continue receiving free LPG. The women are required to submit their Aadhaar details by May 31st, 2017 to continue to receive the free LPG under the Pradhan Mantri Ujjwala Yojana scheme.

The Pradhan Mantri Ujjwala Yojana was launched in 2016 by the Prime Minister through which over 5 crore households will receive free LPG connections by 2019. So far, over 1.67 crore households have benefitted from the scheme.

The Oil Ministry had made the Aadhaar mandatory for customers to avail the LPG subsidy under the PAHAL scheme a few months ago.

This move comes on the heels of a slew of welfare schemes that can be availed only through Aadhaar card linking
