Government Biogas Programme and Subsidy Benefits

On 2 November 2022, the National Bioenergy Programme was introduced by the Ministry of New and Renewable Energy (MNRE), Government of India. The duration of the programme is from FY 2021-2022 to 2025-2026. The programme will be implemented in two phases.

Objectives of the Biogas Programme

The main objectives of the Biogas Programme are mentioned below:

  1. To setup biogas plants for thermal and small power needs, lighting, and clean cooking fuel. This can help in creation of employment in rural areas, women empowerment, improve sanitation, and GHG reduction.
  1. To produce bio-manure that is organic enriched. Farmers can benefit since usage of chemical fertilizers will be reduced by using manure which can be made by using digested slurry from biogas plants.

The duration of the Biogas Programme is from FY 2021-2022 to 2025-2026.

Features of Biogas Programme

The main features of the Biogas Programme are mentioned below:

  1. To ensure different types of Biogas Plant Models are available:
  1. Flexi Bag Type Biogas Plants
  1. Prefabricated Reinforced Cement Concrete (RCC) digester with KVIC floating drum
  1. KVIC’s Floating Dome Design
  1. Deenbandhu fixed dome model
  1. Several training programs will be provided such as Skill Development Courses, Staff Training Courses, Biogas Turn-Key Workers Course, Users’ Course, Refresher Training Courses, and Contruction-cum-Maintenance Course. The courses have been designed to create biogas technicians and masons who are skilled in maintenance, installation, and construction of approved models, skill development, and to impart knowledge.
  1. Trainings are being provided across all the Biogas Development and Training Centres (BDTCs) present in India. State Programme Implementing Agencies are provided assistance and Field Inspections.
  1. 20% additional subsidy is provided as a special incentive for medium-sized biogas plants present in NER, Island, Registered Gaushalas, SC/ST category beneficiary.
  1. 100% physical verification is provided.
  1. Rs.10,000 is provided as an additional benefit for each biogas based generator set that can help in meeting power needs of small farms.
  1. If biogas plants are cattle-dung based and are linked with sanitary toilets, additonal subsidy is provided.
  1. Additional CFA Support is offered of Small Biogas Plants for NER States, hilly States, SC and ST Category beneficiaries.
  1. Funds will be released every quarter.

Whom Should I Contact? 

  1. Interest can be registered and the application process can be completed online by visiting https://biogas.mnre.gov.in/. This process is only for Small and Medium-Sized Biogas Plants. 
  1. The implementation of the scheme is done by the Agriculture and Rural Development Departments of the States and Dairy Cooperatives. 

Process to Avail Financial Assistance 

CFA will be provided as reimbursement only once the construction has been successfully completed and project has been commissioned. The CFA will be deposited in the bank account of the beneficiary.
