Jharkhand Transport and Vehicle Registration Process

Two-wheeler is the most convenient vehicle to travel from one place to another and it’s a popular mode of transport worldwide. From city roads to climbing mountains, it is a perfect travel partner for a biker. India is one of the top countries where the sale of motorcycles/two-wheelers is high. Under the law of the Motor Vehicles Act, 1988, Section 39, every vehicle to be eligible to drive on Indian roads, have to be registered under proper registering authority and this holds true for the all the states and Union Territories in the country.

Jharkhand is one of the states in eastern India with thick forest belt, waterfalls, and cultural heritage. Jharkhand has a lot of tourist attractions and there are many bikers who love to visit on weekends or even on a bike expedition. Therefore, if you want to purchase a bike and enjoy a bike ride here, you have to register your vehicle at the nearest zonal RTO within 15 days from the date of purchase. The Transport Department operates under the rules and laws specified in the Motor Vehicles Act, 1988, for vehicle registration.

The Transport Department has also authorised few vehicle dealers in the state, who can register the vehicle under the RTO norms and then deliver the vehicle. If this is convenient for you, then you can purchase the vehicle from those dealers. To obtain the registration number for the vehicle, the applicant has to pay a registration fee as applicable and obtain the acknowledgement of the same. This acknowledgment has to be submitted at the time of collecting Registration Certificate (Form – 23 A) and later you can obtain smart card. The registration number will be given to you by the RTO within a week or 10 days after the process of documentation is complete. Any copy of document that needs attestation is to be attested by a notary public or gazetted officer.

Documents required for vehicle registration process:

  • Form 20 duly filled by the applicant
  • Form 21 - sale certificate issued by the vehicle dealer
  • Form 22 - roadworthiness certificate
  • Attested copy of motor insurance policy
  • Attested address proof copy
  • Form 34 duly signed by owner and financier if the vehicle was purchased on loan
  • Road tax payment acknowledgement
  • Registration fee
  • PAN Card or Form 60 and 61 as applicable
  • Dealer and manufacturer invoice

Documents required for change of address in RC:

In case you have shifted your residence in the same state, then the same has to be reflected in the RC. For change of address in RC, you have to apply within 14 days from the date you shift your residence:

  • Form 33
  • Original Registration Certificate
  • Active motor insurance copy (attested)
  • Address proof (attested)
  • Pollution Under Control certificate attested copy
  • Prescribed fee
  • PAN Card or Form 60 and 61 (as applicable)
  • NOC by the financier if the vehicle is purchased on loan if the hypothecation is endorsed

Re-registration documents list:

If you are shifting your residence to any city in Jharkhand permanently or for more than 12 months, the vehicle you own has to be re-registered according to the rules of Jharkhand state. Below mentioned are the list of documents you have to submit to the concerned authority at the RTO:

  • Original RC
  • Form 27, 28 (NOC copy) and 20.
  • Address proof
  • Motor insurance policy
  • Pollution Under Control certificate
  • Fitness certificate obtained by the board of inspection
  • Road tax
  • Applicable process free
  • PAN Card or Form 60 and 61 (as applicable)
  • Emission test certificate

Vehicle Ownership transfer:

Vehicle ownership transfer is necessary only when you purchase a second hand vehicle or the registered owner has suffered an unfortunate death. If the transfer application is not filed within 14 days from the date of purchase, penalty will be applicable. Documents required are:

  • Original RC
  • Attested copy of Form 29 and 30
  • Motor insurance policy certificate
  • Attested copy of address proof of purchaser
  • Attested copy of valid Pollution Under Control Certificate
  • Applicable fee along with penalty, if any
  • Copy of PAN Card or Form 60 and 61

Transfer of ownership in case of Death of the registered owner:

  • Original RC
  • Form 30 and 31
  • NOC from financier if the vehicle was purchased on loan
  • Original death certificate of the registered owner
  • Succession member Certificate issued by SDM
  • Affidavit by applicant testifying that he/she is the legal heir
  • Motor insurance certificate
  • Address proof of applicant
  • PUC
  • PAN Card or Form 60 and 61
  • Form 20

Vehicle endorsing hypothecation:

The endorsement of hypothecation is necessary if the vehicle was purchased on loan. The documents attestation has to be performed by a notary public or gazette officer.

  • Original RC
  • Two copies of Form 34 duly filled for endorsement of hypothecation
  • Copy of valid motor insurance
  • Address proof of the registered owner
  • Pollution Under Control certificate
  • Prescribed fee
  • PAN Card or Form 60 and 61 (as applicable)
  • Certificate from financier mention the loan repayment if you want to remove the hypothecation from RC

Documents required to renew RC:

  • Form 25
  • Registration certificate
  • Road tax paid receipts and dues payments, if any
  • Motor insurance certificate
  • PUC
  • Applicable fee
  • PAN card or Form 60 and 61 (as applicable)

List of documents needed to issue Duplicate RC:

If you have lost the RC due to any reason, you must immediately apply for a duplicate with applicable fee along with the following documents:

  • Form 26
  • Original copy of the F.I.R
  • Valid motor insurance policy
  • PUC certificate (attested)
  • Proof of address
  • Attested copy of PAN Card or Form 60 and 61 (as applicable)
  • Challan clearance from traffic police and Enforcement wing Transport Department for commercial vehicles
  • Tax clearance receipt must be submitted in case of commercial vehicles

Registration documents list for a vehicle purchased in public auction:

  • Form 32 and 20
  • Registration Certificate
  • Form 21 (sales certificate) issued by the Auctioning Department, in favor of the owner of the auctioned vehicle, or the order confirming the sale of the vehicle to the said person
  • The certified copy of order from the State or Central Govt. Auctioning personnel confirming the sale
  • Copy of the motor insurance
  • PUC
  • Attested copy of address proof
  • Road tax as applicable
  • Registration/Re-registration fee
