Chandigarh Transportand Vehicle Registration Details

Chandigarh is a Union Territory and also the shared capital of Haryana and Punjab. Chandigarh is known as one of the cleanest cities in the country. The vehicle population in the city is lesser when compared to other neighboring cities of Haryana and Punjab. The Transport Department of Chandigarh operates under the law as written in the Motor Vehicles Act, 1988.

The standard rule of registering any new vehicle within 15 days of purchase is applicable in this UT as well. Before applying for a registration number, the applicant has to buy motor insurance as applicable to the vehicle. The applicant has to insure the vehicle with at least a third-party liability cover, which is the minimum cover required by the law of the Motor Vehicles Act, 1988.

To register your vehicle, you have to visit the RTO, and fill the registration form and pay the applicable fee at the concerned counter. Get the vehicle inspected by a vehicle inspector and attach the list of documents mentioned below. Once you fill and sign the documents, submit it at the concerned counter and obtain an acknowledgement of the same. After a week or on the assigned date, at the High Security Registration Plate counter of the RTO, collect and affix the number plate to your vehicle. The registration certificate will be sent to via post to the registered address.

Documents required for vehicle registration process:

  • Form 20 duly filled
  • Form 21 - sale certificate by dealer
  • Form 22 - Pollution Certificate obtained by dealer
  • Temporary RC issued by dealer
  • Chassis pencil print
  • Attested copy of motor insurance policy
  • Self-attested copy of address proof
  • Affidavit of address proof, if any
  • Form 34 duly signed by owner and financier if the vehicle was purchased on loan
  • Proof of date of birth
  • Road tax payment acknowledgement
  • Special registration number application acknowledgement, if any
  • Registration fee
  • Self-attested copy of PAN Card or Form 60 and 61 as applicable
  • Dealer and manufacturer invoice
  • If the vehicle is registered after a month of obtaining Temporary Registration, Undertaking for delayed registration should be mentioned
  • If the vehicle is to be registered after 3 months of temporary registration, NCRB/MOB report from police headquarters, Sector 9, Chandigarh has to be submitted.

Documents required to renew RC:

The registration Certificate is valid up to 15 years. The owner of the vehicle has to renew the RC 60 days before expiry. The owner also has to get the vehicle inspected by a vehicle inspector and obtain clearance certificate to submit for renewal along with the following documents:

  • Form 25
  • Form 20
  • Registration certificate
  • Vehicle fitness certificate
  • Chassis pencil print
  • Signature Identification document copy as present in DL/PAN/Voter ID or as present in any documents attested by gazetted officer or Executive Magistrate
  • Passport-size photographs as applicable
  • Motor insurance certificate
  • Applicable fee
  • Form 33
  • Authority Letter, if any

List of documents needed to issue Duplicate RC:

If you have lost the RC due to any reason, you must immediately apply for a duplicate with applicable fee along with the following documents:

  • Form 26, if the vehicle loan is still pending, a seal stamp signature from the financier is required
  • Original copy of the DDR (Daily Dairy Report) by the police
  • Valid motor insurance policy
  • Chassis pencil print
  • Self-attested application of owner’s undertaking
  • Signature Identification of the owner as present in DL/PAN/Voter ID or as present in any documents attested by gazetted officer or Executive Magistrate
  • Form 33, if any

Re-registration documents list:

Only if you are shifting your residence to Chandigarh permanently, the vehicle has to be re-registered as per the rules of Chandigarh Transport Department. The applicant also has to obtain vehicle inspection clearance certificate from the vehicle inspector. Documents needed are:

  • Original RC
  • Form 27, 28 (NOC copy), 29, 30, and 20
  • Address proof
  • Self-attested copy of active motor insurance policy
  • Chassis and engine pencil print
  • Affidavit for address proof, if required
  • Signature Identification of the owner as present in DL/PAN/Voter ID or as present any documents attested by gazetted officer or Executive Magistrate
  • NOC from the RTO authority where the vehicle was originally issued
  • NCRB/MOB report from Police Headquarters in Sector 9, Chandigarh should be submitted on completion of 45 days from the date of notice or after receiving the NOC certificate from the old RTO
  • Applicable process free
  • Self-attested copy of PAN Card or Form 60 and 61 (as applicable)

Transfer of ownership for vehicles purchased in public auction:

  • Form 32, 29, and 20

Vehicle Ownership transfer:

Only if you have purchased a second-hand vehicle from a seller residing in Chandigarh, transfer of the vehicle ownership is required. Documents required are:

  • Original RC
  • Attested copy of Form 29
  • Seller’s undertaking with the latest photograph
  • Purchaser’s undertaking
  • Chassis pencil print
  • Motor insurance policy certificate
  • Purchaser’s proof of address
  • Purchaser’s proof of DOB
  • Attested copy of address proof of purchaser
  • Signature Identification of the owner as present in DL/PAN/Voter ID or as present in any documents attested by gazetted officer or Executive Magistrate

Transfer of ownership in case of death of the registered owner:

  • Original RC

  • NOC from financier if the vehicle was purchased on loan
  • Declaration by applicant on non-judicial stamp paper with the latest passport-size photo attested by Executive Magistrate
  • Original death certificate of the registered owner
  • Succession member Certificate issued by SDM
  • Motor insurance certificate
  • Address proof of applicant
  • Successor’s DOB proof

  • Proof of Identity for signature identification
  • Self-attested copy of Successor’s PAN Card or Form 60

Vehicle hypothecation addition:

The endorsement of hypothecation is necessary if the vehicle was purchased on loan. The documents attestation has to be performed by a notary public or gazette officer.

The claim process was average, the amount was not fully refunded. Also the process was lengthy. I have paid the premium of Rs.2000 for one year. It is a first party insurance. I felt the premium is quite high.
