The Form 27 is the form used for the assignment of a new registration mark to a vehicle. If you intend on relocating your vehicle to another state, you will be required to submit Form 27 for that. A vehicle registered in a particular state can be used within the geographical limits of the same state without any problems.
However, if you want to permanently relocate your motor vehicle to a different state, you will be required to do the same by getting a no-objection certificate or NOC from the original RTO where the vehicle has been registered and submitting the same along with Form 27 at the new RTO where you intend to re-register your vehicle.
When you want to relocate your motor vehicle from one state to another, you need to keep in mind that the state where you are moving to will require an NOC from your end which has to be issued by the Regional Transport Office (RTO) where the vehicle was originally registered. This NOC denotes that the motor vehicle has no pending fines and is free from all legal liabilities.

In the first section of the form, you will be required to provide all the personal information as per the requirement. This will include filling up the form with your name, contact details, address, details of the motor vehicle, and so on. In the next section, you will be required to provide the consent of the financier. This will be required to be filled up only if the motor vehicle has been financed.
The financier will provide an NOC for the same. If the NOC is refused, the financier will provide the reason for the same. This part of the form is filled up, dated, and signed by the financier. The last section of the form will have the official endorsement for the form. This section mentions the reference number, vehicle registration number, address, and the new registration mark along with the signature of the registering authority.
