Transport and Vehicle Registration Process in Jammu and Kashmir

Known as the 'heaven on earth', Jammu and Kashmir is a state known for its saffron production, weavers, and tourist spots. The usage of two-wheelers is much lower compared to the other parts of the country, and maybe that is why the pollution level is lower than in other states. Nevertheless, if you wish to drive or purchase a new two-wheeler or any other motor vehicle in this state, here is all you need to know. 

Like other states, any vehicle to be driven in J&K state has to be registered under the Motor Vehicles Act, 1988. The vehicle has to be registered within 15 days of purchase of the vehicle and you should have a valid bike insurance policy to apply for the registration for the vehicle.

Documents Required for Vehicle Registration Process

Submit the following documents at the zonal transport department, with applicable fees. The documents have to be attested by any notary public or gazetted officer:

  1. Form 20 duly filled and signed by the applicant
  2. Form 21 - sale certificate issued by the vehicle dealer
  3. Form 22 - road worthiness certificate
  4. Copy of motor insurance policy
  5. Attested address proof (2 copies)
  6. Form 34 duly signed by the applicant and financier if the vehicle was purchased on loan.
  7. Proof for date of birth
  8. Road tax payment acknowledgement
  9. Chassis print
  10. Registration fee
  11. Self-attested passport size photography
  12. PAN Card or Form 60 & 61 as applicable (2 copies)

Documents Required for Vehicle Ownership Transfer in Jammu and Kashmir

In Jammu and Kashmir, there are three main ways that a vehicle's ownership can change. These include standard sales, vehicle sales at public auctions, and transfers brought about by the owner’s demise. In each of these cases, the party acquiring ownership of the vehicle also receives the vehicle's registration. The following documentation is needed to transfer ownership in any of the scenarios:

Sale in Case of the Vehicle’s Owner’s Death

  1. Form 31
  2. Registration certificate

  7. Declaration by the applicant as well as other legal heirs of the deceased vehicle owner
  8. Form 60 or PAN card

List of Documents Needed to Issue Duplicate RC:

If you have lost the RC due to any reason, you must immediately apply for a duplicate RC with applicable fees along with following documents:

  1. Form 26
  2. LLD form
  3. Valid motor insurance policy
  4. Original DDR (Daily Dairy Report is filed by the police for non-cognisable offence)
  5. Attested PUC certificate
  6. Chassis print
  7. Proof of address
  8. Attested passport size photographs
  9. RC report if it is an old registration certificate

List of Documents That You Can Submit for Residential Address Proof

  1. Voter ID
  2. Passport
  3. LIC Insurance premium payment acknowledgment
  4. If an individual is a state or central government employee, he/she can provide the I-card issued by the employer.
  5. If the applicant has none of the above, then a copy of r-card with affidavit can be submitted.
  6. For a corporate employee, the latest ITR (Income Tax Return) or recent sales tax RC along with affidavit will be valid.
