Mumbai Transport and Vehicle Registration Process

Vehicles that are supposed to be taken to the registering department from the dealer's showroom can be temporarily registered. A temporary registration certificate is valid for a period of 7 days and its validity can be further extended to 30 days in case of non-commercial/private vehicles. For temporary registration of a vehicle in Mumbai, an application can be made in Form C.R Tem.A to the RTO in the jurisdiction of which you live or have the place of business.

Permanent Registration of Vehicles In Mumbai

A motor vehicle should be registered with the registering authority within 7 days from the delivery of the vehicle to the buyer (excluding the period of temporary registration). The following documents must be furnished to the registering authority for vehicle registration:

1. Application Form 20
2. Sales Certificate in Form 21 provided by the dealer of the vehicle
3. Vehicle roadworthiness certificate in Form 22, 22-A provided by the vehicle manufacturer
4. Purchase invoice of the vehicle (for vehicles attracting lifetime road tax)
5. Two wheeler insurance certificate
6. Temporary registration certificate (if any)
7. Address proof of the applicant
8. Bill of entry (required for imported vehicles)
9. Receipt of Octroi (for registration of the vehicle within municipal limits)
10. Customs clearance certificate (in case of imported vehicles)
11. Design approval copy from the Transport Commissioner (in case of trailer vehicles)
12. Entry tax payment receipt if the vehicle has been purchased from state other than Maharashtra
13. Payment of applicable fee

Registration of Vehicles Brought From Other State To Mumbai

If a vehicle is registered in any other state outside Maharashtra, it can be used in Mumbai without the need for re-registration for 12 months. After this period, a vehicle must be re-registered in Maharashtra. To do the same, the applicant must obtain an NOC from the original registering authority of the vehicle and submit the same to the RTO in Mumbai along with the following documents.

1. Form 20 and Form 26 (duly filled)
2. Form 33 (For the recording of change in the address of the applicant)
3. Form 29 and Form 30 (required in case of transfer of vehicle ownership)
4. Form AT and Form FT
5. No Objection Certificate (NOC) in Form 28 from the original registering authority along with the financer's consent and chassis print of the vehicle
6. An affidavit from the owner of the vehicle stating that the vehicle has not been involved in a crime, theft, or accident
7. Payment of prescribed fee
8. Original vehicle Registration Certificate (RC)
9. Insurance document of the vehicle
10. Pollution Under Control certificate

Fancy Number Registration In Mumbai

As per Maharashtra Motor Vehicle Rules 1989, an application for fancy number reservation can be made to the RTO/DTO during the office hours. After a fancy number is allocated to the applicant, he/she must pay the prescribed fee determined for that number during office hours. If there are more applications for a particular vehicle number, the same is allocated by way of auction.

No Objection Certificate

To obtain a No Objection Certificate (NOC), an applicant has to submit the documents listed below to the concerned registering authority.

1. Duly filled Form 28 (3 copies each with chassis print affixed on it and attested by the owner of the vehicle)
2. Form 29 (in case of sale of the vehicle)
3. No Objection Certificate (NOC) from vehicle financier (if required)
4. No Objection Certificate from the police department stating that no case has been reported involving the vehicle (if the two-wheeler is to be taken to another state from Maharashtra)
5. Pollution Under Control (PUC) certificate
6. Vehicle insurance document
7. Registration Certificate (RC) of the vehicle
8. Tax Certificate

Cancellation of NOC

If the NOC obtained for a vehicle is not utilised by the vehicle owner due to certain reasons, an application for cancellation should be made to the issuing authority along with the following documents:

1. Original NOC copy obtained from the issuing authority should be surrendered
2. Certificate of non-utilisation of NOC (to be obtained from the registering authority for whom the NOC was issued)
3. An affidavit stating that the NOC was not misused
4. A fee of Rs.100 (for all types of vehicles)
5. Other vehicle-related documents

Transfer of Vehicle Ownership

If a vehicle is sold to another person or its possession is transferred to any other person, the same must be notified to the registering authority and changes should be recorded in the vehicle RC as well. For a vehicle to be transferred within the jurisdiction of the same RTO, the process must be completed within 14 days. For vehicle transfer in the jurisdiction of another RTO, the time limit is 30 days. The following are the documents to be submitted to the registering authority.

1. Form 30 (Declaration by the vehicle purchaser)
2. Form 29 (Declaration by the vehicle seller)
3. Form 28 in triplicates (if the purchaser lives in the jurisdiction of any other RTO/DTO)
4. Vehicle Insurance document
5. Pollution Under Control (PUC) Certificate
6. Tax Certificate
