The prime objective of the Motor Vehicles Department in Mumbai is to ensure the implementation of laws and regulations formed under the Motor Vehicle Act, of 1988. The department offers a range of services that include the registration of vehicles, the issuing of driving licenses, and the collection of road taxes, amongst others.
Registration of a motor vehicle is compulsory in India to prove the ownership of the vehicle. The Motor Vehicles Act, of 1988 prohibits the use of an unregistered vehicle by any person in any public place in India. The Registration Certificate (RC) has to be carried by the owner of the vehicle at all times and the registration mark of the vehicle has to be displayed at the front and rear of the vehicle. Driving a motor vehicle without a valid Registration Certificate (RC) is a punishable offense in India.
Vehicles that are supposed to be taken to the registering department from the dealer's showroom can be temporarily registered. A temporary registration certificate is valid for a period of 7 days and its validity can be further extended to 30 days in case of non-commercial/private vehicles. For temporary registration of a vehicle in Mumbai, an application can be made in Form C.R Tem.A to the RTO in the jurisdiction of which you live or have the place of business.
A motor vehicle should be registered with the registering authority within 7 days from the delivery of the vehicle to the buyer (excluding the period of temporary registration). The following documents must be furnished to the registering authority for vehicle registration:
If a vehicle is registered in any other state outside Maharashtra, it can be used in Mumbai without the need for re-registration for 12 months. After this period, a vehicle must be re-registered in Maharashtra. To do the same, the applicant must obtain an NOC from the original registering authority of the vehicle and submit the same to the RTO in Mumbai along with the following documents.
As per Maharashtra Motor Vehicle Rules 1989, an application for fancy number reservation can be made to the RTO/DTO during the office hours. After a fancy number is allocated to the applicant, he/she must pay the prescribed fee determined for that number during office hours. If there are more applications for a particular vehicle number, the same is allocated by way of auction.

To obtain a No Objection Certificate (NOC), an applicant has to submit the documents listed below to the concerned registering authority.
If the NOC obtained for a vehicle is not utilised by the vehicle owner due to certain reasons, an application for cancellation should be made to the issuing authority along with the following documents:
If a vehicle is sold to another person or its possession is transferred to any other person, the same must be notified to the registering authority and changes should be recorded in the vehicle RC as well. For a vehicle to be transferred within the jurisdiction of the same RTO, the process must be completed within 14 days. For vehicle transfer in the jurisdiction of another RTO, the time limit is 30 days. The following are the documents to be submitted to the registering authority.
