The Assam Transport Department has been setup as per the provisions of Section 213 of the Motor Vehicles Act, 1988. The department aims to providing motor vehicles related services such as registration of vehicles, issuance of driving licences and fitness certificates, and collection of road taxes amongst others. It is responsible for the implementation of rules and regulations formed under the Motor Vehicles Act.
Need For Vehicle Registration In Assam
Section 39 of the Motor Vehicles Act prohibits any unregistered vehicle to be driven in any public place in India. Each motorised vehicle must be registered with the registering authority as per the provisions of Chapter IV of the MV Act. A vehicle must be registered in the District Transport Office (DTO) in whose jurisdiction the owner of the vehicle resides or does business. Similarly, a two wheeler insurance is a mandatory requirement in India.
Assam Transport Vehicle Registration Process
For registration of vehicle, an application can be made in Form 20 and submitted to the District Transport Office within 7 days after the vehicle is delivered to the buyer. Following is the list of documents required for the purpose.
- Sale Certificate of the vehicle (Form 21)
- Vehicle Insurance Certificate
- Address proof
- Temporary vehicle registration (if any)
- Roadworthiness certificate (Form 22) provided by the manufacturer
- Customs clearance certificate (For imported vehicles)
- Duly filled Form 20
- Sale certificate (Form 21) from the concerned authorities (in the case of an ex-army vehicle)
- Applicable fee
While the owner can register his/her new vehicle at the DTO, vehicle dealers can also get the vehicles registered on behalf of vehicle buyers. One can locate the government authorised dealers by approaching the concerned DTO.
Temporary Registration
A vehicle can be temporarily registered with the DTO if the body of the vehicle is to be built over the chassis. Such registration is valid for a period of 1 month and its validity can be extended with the permission of the concerned DTO.
Renewal of Registration
For renewing the registration of a private/non-transport vehicle, an application can be made in Form 25 to the DTO in whose jurisdiction the vehicle was originally registered. The following documents are to be submitted along with the application:
- Vehicle Registration Certificate
- Insurance certificate of the vehicle
- Tax receipt
- Pollution Under Control Certificate
- Applicable fee
For renewal of RC, the vehicle must be produced at the DTO for inspection. After verification of documents and vehicle inspection, the RC will be renewed for a period of five years.
Duplicate Registration Certificate
In case the Registration Certificate (RC) for a vehicle is lost or misplaced, an application for duplicate registration copy can be made in Form 26 along with the following documents:
- Duly filled Form 26 (Duplicate copies in case of hire purchase/finance)
- Original police Report of FIR copy stating loss of RC
- Copy of vehicle insurance document
- Receipt of tax clearance
- Copy of Pollution Under Control Certificate
- Applicable fee

Transfer of Ownership
In case the ownership of a vehicle needs to be transferred by the registered vehicle owner to any other person, the intimation of transfer has to be made in Form 29 and Form 30 (two copies) to the concerned DTO where the vehicle is registered. The application needs to be submitted along with the documents mentioned below:
- Vehicle Registration Certificate
- Insurance certificate of the vehicle
- Pollution Under Control Certificate
- Road tax clearance
- No Objection Certificate for vehicles registered outside Assam
Change of Address
If a vehicle owner migrates to other state or changes his place of residence or business, the same should be recorded in the RC within 30 days from the date of change. The following documents are to be submitted for the purpose:
- Duly filled Form 33
- Vehicle Registration Certificate
- Address proof
- Applicable fee
Transfer of Ownership in case of the death of the Registered Owner
In case of demise of the registered owner of the vehicle, his/her first legal heir/successor should inform the DTO within 3 months of death of the vehicle owner. The following documents are required in such a case:
- Death certificate of the owner of the vehicle
- Duly filled Form 31
- Vehicle Registration Certificate
- Vehicle Insurance Certificate
- Pollution Under Control Certificate
- Address Proof
- Affidavit by the applicant
- NOC from vehicle financer in case of hypothecation
Assignment of New Registration Mark
If the registered owner of the vehicle moves to another state and uses the vehicle for more than 12 months, they should re-register their vehicle in the new state and obtain a new registration mark. The application for new registration number can be made in Form 27 along with an NOC in Form 28 obtained from the original registering authority.
Cancellation of Registration Certificate
In case a vehicle is permanently damaged or destroyed and becomes inept to use, the owner of the vehicle should intimate the same to the registering authority within 14 days. The original Registration Certificate (RC) of the vehicle must be produced to complete the cancellation.
Fancy Registration Mark In Assam
A fancy vehicle number can be obtained by payment of prescribed fee in advance. The allotment of a fancy vehicle number can be cancelled if the applicant fails to register their vehicle within a year from the date of allotment or within 1 month after the allocation of running series of registration mark.
