How to Register a Vehicle in Gujarat RTO

Like every other state, under the Motor Vehicle Act of 1988, every vehicle that is functional publically has to be first registered in the specific RTO in the state. In Gujarat, 19 RTO (Regional Transport Offices) have been established for the registration of a vehicle. The documents required vary on the situation of the owner of the vehicle.

Documents Required for Registration in Gujarat RTO

Registration of a new vehicle: Form 20 can be downloaded from the website http://rtogujrat.com/ and filled with the appropriate details. After the form is filled, it is to be submitted to the website of the transport department. A print out of the filled Form 20 along with other necessary documents has to be submitted by the owner of the vehicle to the RTO in his or her area of residence.

The owner can get the inspection of the vehicle done by an authorised dealer or the vehicle can directly be produced at the RTO office for examination. After the verification of the documents submitted along with Form 20 is complete, the vehicle is assigned a random registration number. The smart R.C. book will be sent to the owner through speed post on the address mentioned in the registration form.

Many vehicle owners prefer a number of their own choice rather than the computer generated registration number. When a new series for registration numbers is opened in an RTO, allocation is made via an auction. After the auction is complete, the registration numbers that have not been assigned to anyone are sold for a fee. For two-wheelers, the cost is Rs.1,000 and for four-wheelers, the cost is Rs.5,000.

The documents to be submitted along with Form 20 for the registration of the vehicle are:

  • Form 21: It is the sales certificate which mentions the name of the buyer and seller of the vehicle.
  • Form 22: It is a form which states the declaration of the owner's compliance with pollution and safety standards and roadworthiness.
  • A document which can act as proof of identity for the owner of the vehicle.
  • Certificate of insurance of the vehicle.
  • Address proof of the owner of the vehicle.
  • For an imported vehicle, the receipt of the fee paid after the vehicle was brought into the country is also to be provided. If the body of the vehicle was built separately, then Form 22A is also to be provided.

The list of documents that are accepted as identity proof and address proof by the Gujarat transport authorities are:

Transfer of ownership of the vehicle

The documents required for transfer of ownership of the vehicle are:

  • Form 29 and Form 30 need to be submitted. An imprint of the chassis number with a pencil is also to be attached to the form.
  • If the ownership of the vehicle is being transferred due to inheritance, Form 31 needs to be submitted to the authorities.
  • If the ownership of the vehicle is being transferred due to public action, Form 32 needs to be submitted.
  • Along with Form 29 and Form 30, certificate of insurance of the vehicle, R.C. book, PUC certificate and an identity proof should be affixed.

1. Endorsement of hypothecation agreement

The documents required are:

  1. Form 34. It should include the imprint of the chassis.
  2. Original PUC certificate and R.C. book certificate.

2. Termination of hypothecation agreement

The documents required are:

  1. Form 35. It should include the imprint of the chassis.
  2. Original PUC certificate and R.C. book certificate.

3. Address Change in RC Book

The documents required are:

  1. Form 33. It should include the imprint of the chassis. If the vehicle has been purchased by the owner via a loan or a hypothecation agreement, a certificate of no objection issued by the financer is also required.
  2. Along with Form 33, original PUC certificate and R.C. book certificate is also required.

4. RC Book Duplicate Copy

In case, the owner loses his or her R.C. book, a duplicate can be issued.

The documents required are:

  1. Form 26`. It should include the imprint of the chassis of the vehicle.
  2. In addition to Form 26, local police report and a certificate of no objection from the financier is also to be provided.

If the vehicle has been bought on loan, the owner needs to provide the documents mentioned below:

  • A document which acts as address proof of the owner of the vehicle.
  • Certificate of insurance of the vehicle.
  • PUC certificate

5. Certificate of No Objection

The documents required for obtaining certificate of no objection are:

  1. 3 copies of Form 28 along with the imprint of the chassis of the vehicle on each of them.
  2. A document which acts as address proof of the owner of the vehicle, certificate of insurance of the vehicle, a certificate of no objection from the financier and the PUC certificate.

6. Registration for Inter‑State Vehicles

  1. Vehicles that have been brought from another state into Gujarat are required to be registered with the RTO. The vehicle has to be brought to the RTO office for examination. The documents required are:
  2. Form-FT is required for applying for the registration of the vehicle that has been brought from another state. Form 27 is also to be submitted along with the imprint of chassis of the vehicle and the R.C. book. Form 28, the certificate of no objection, is also to be provided.
  3. If the owner of the vehicle wants to make a change in the address of residence and the ownership, Form 29 and Form 30 or Form 33 should be provided.
  4. If the owner is planning to bring the vehicle into Gujarat permanently, he or she should also make the declaration in Form FT inside 7 days.

7. Alteration of the vehicle

If the owner wants to make alterations in the vehicle, he or she has to contest in the DA's presence if any case is pending and then submit the following documents:

  1. Form B.T.I. In addition to this, certificate of insurance, PUC certificate and certificate of insurance of the vehicle also needs to be submitted.

Examination and Issue of Fitness Certificate

Before the fitness certificate can be issued for the vehicle, the vehicle needs to be inspected at an RTO. If the vehicle is brand new, it is given a fitness certificate which is valid for 2 years whereas the validity of fitness certificate is 1 year if the vehicle is old.

A. Fitness certificate renewal

The documents required are:

  • Form CPIA. In addition to this, fitness certificate, PUC certificate and certificate of insurance of the vehicle also needs to be submitted.
  • A document which acts as proof of clearance of any dues that had to be paid for the violation of the Motor Vehicles Act by the owner of the vehicle.
  • Also renewal of the fitness certificate which costs Rs.100 and a fitness test of the vehicle is to be completed.

B. Non-transport vehicle (with seating capacity greater than or equal to 8) periodic inspection certificate

The documents required are:

  • Form CFRA. In addition to this, fitness certificate, PUC certificate and certificate of insurance of the vehicle also needs to be submitted.
  • A document which acts as proof of clearance of any dues that had to be paid for the violation of the Motor Vehicles act by the owner of the vehicle.
  • Also renewal of the fitness certificate which costs Rs.100 and a fitness test of the vehicle is to be completed.

C. Re-registration of non-transport vehicles (seating capacity less than 8)

The documents required are:

  • Form 25.
  • The owner has to contest in the DA's presence if any case is pending. Also the following documents are required for re-registration:
  1. Fitness certificate
  2. PUC certificate
  3. Certificate of insurance of the vehicle

Fees

  1. The charges levied for the temporary registration of the vehicle is Rs.100.
  2. The cost of issue of duplicate copy of certificate of registration is Rs.100.

  1. The fees to be paid for change of address in the R.C. book is Rs.20.
  2. The charges levied for note to be paid for alteration of the vehicle is Rs.150.
  3. The cost for endorsement for a hypothecation agreement is Rs.150.
  4. The cost for termination of a hypothecation agreement is Rs.150.
  5. The certificate of no objection can be obtained without any cost.
  6. The cost of no due certificate is Rs.45.
  7. The charges levied by the Gujarat transport for the renewal of fitness certificate is as follows:
