Ration cards were initially issued to all households, against which the household was issued food grains and fuel at a subsidized rate. The ration card also served as a proof of identity and address before the onset of other documents like passport and PAN cards.
Ration cards continue to be used today, with deserving individuals receiving free ration through it. They also continue to be used as proof of address when applying for a government service such as a PAN card, etc.
However there have also been instances of fraud, where the individual obtains more than their share of ration or where individuals not eligible for ration obtain it, depriving more deserving people of it.
To combat such instances, the government has made it mandatory to link ration cards with an individual’s Aadhar card. The Aadhar card is a unique identification number that also contains the individual’s biometric information. With the Aadhar being linked to PAN card, the individual’s financial transactions are also linked.
Why Link Aadhaar Card With Ration Card ?
By linking the Aadhar card to the ration card, the government will be able to put a stop to instances where individuals obtain multiple ration cards. The government will also be able to stop individuals who are ineligible for ration as their income is above the ration threshold from claiming ration, ensuring only deserving individuals receive the subsidized fuel/foodgrains.

No new ration cards in Delhi – thousands in waiting list
The National Food Security Act of 2013 was implemented with the idea of providing ration at cheap rates to individuals from poor backgrounds. Thousands of families have benefitted under this scheme, utilising their ration cards to get food grains at subsidised prices. According to recent reports, close to 30,000 families are yet to be enrolled under the scheme in Delhi, as the threshold for the city has exceeded the limit. While the current threshold is 72.8 lakh people, close to 72.91 lakh people have applied for ration cards.
The major problem lies with the software, which locks once the threshold is reached. Previously, ration cards were not provided as the government insisted on individuals to have an Aadhar to process the application. While most of the applicants now have their Aadhar cards, this threshold has prevented them from getting their ration cards. The government aims to delete bogus entries from the list to accommodate these requests.
