    The Motor Vehicles Act of 1988 makes it mandatory to register all the motor vehicles in India. Every vehicle in India is assigned a distinct registration number based on the state and the RTO where the vehicle is registered. Post registration of the vehicle, a Registration Certificate (RC) is issued to the vehicle’s owner.

    There are several other processes related to vehicle registration such as transfer of vehicle registration, re-registration of the vehicle, obtaining the NOC, cancellation of NOC, hire-purchase, termination of hire-purchase, transfer of vehicle ownership, and others. Explained below are few of the processes:

    Temporary Vehicle Registration In Tamil Nadu

    A vehicle owner may get their vehicle temporarily registered with a registering authority. A temporary vehicle registration is valid for a maximum of 1 month post which it cannot be renewed. The application for temporary vehicle registration has to be submitted by the dealer on behalf of the vehicle owner to the Regional Transport Officer/Motor Vehicle Inspector Grade I. The whole process takes about 3 days and requires the vehicle owner to produce the vehicle for inspection. Below is the list of required documents for temporary vehicle registration:

    1. Application Form-20 (one more copy if the vehicle is with hypothecation)
    2. Form-21: Sales certificate
    3. Road-worthiness certificate and Pollution Under Control (PUC) certificate in Form-22 obtained from the manufacturer of the vehicle
    4. Vehicle Insurance Certificate
    5. Form-60/61 from the Income Tax Department or GIR or Pan card
    6. Address proof (one of the following):
      • Ration Card
      • LIC Policy
      • Voter ID Card
      • Passport size photos
      • Affidavit by the applicant attested by a Notary, Executive, or First Class Judicial Magistrate

    Permanent TN Transport Vehicle Registration Process

    Following is the process for permanent registration of non-commercial vehicles in Tamil Nadu:

    • For registration of a new non-commercial, private vehicle, an application has to be made in the prescribed Form 20 and submitted to the Transport Department/RTO in your area. Form 20 can be downloaded online or can be obtained from the RTO.
    • An applicant needs to submit the sales certificate issued by the dealer/manufacturer, road-worthiness certificate provided by the manufacturer, attested copy of vehicle insurance document, proof of address, original print of the vehicle chassis number, and others.
    • Receipt of one-time-road tax paid to the transport department and payment of registration fee.
    • A registration mark will be allotted to the vehicle after vehicle inspection by the registering authority.

    Change of Address In Vehicle Registration Certificate (RC)

    A change in the address of the vehicle owner has to be recorded in the Registration Certificate for which they must make an application to the Regional Transport Officer/ Motor Vehicle Inspector Grade I. Below-mentioned is the list of documents required for change of address in vehicle RC.

    1. Intimation of address change in Form No. 33 in duplicate (3 copies if the vehicle is covered by hypothecation)
    2. Vehicle Registration Certificate (RC)
    3. Vehicle insurance document
    4. Address proof (one of the following):
      • Ration Card
      • Voter ID Card
      • Life Insurance Policy
      • Passport size photos
      • Salary slips issued by a government office
      • Affidavit by the applicant attested by a Notary, Executive, or First Class Judicial Magistrate
    5. No Objection Certificate (NOC) obtained from the financier of the vehicle if the vehicle is purchased on a loan
    6. Valid road tax receipt
    7. Pollution Under Control (PUC) Certificate

    Duplicate Registration Certificate Application Process In Tamil Nadu

    The application for issue of duplicate RC has to be submitted by the owner of the vehicle to the Regional Transport Officer/ Motor Vehicle Inspector Grade I. The whole process takes about 5 days after verification of antecedents from the original licensing authority. Below is the list of required documents:

    1. Duly filled Form-26
    2. Police Certificate
    3. Tax payment details of last four quarters
    4. Tax token
    5. Vehicle Insurance Certificate
    6. No Objection Certificate (NOC) from the financier
    7. Pollution Under Control (PUC) Certificate

    Endorsement of Hire Purchase Agreement in the RC

    The application for endorsement of hire purchase agreement has to be made to the respective Regional Transport Officer/ Motor Vehicle Inspector Grade I by the owner of the vehicle. Below is the list of required documents:

    1. Duly filled Form No. 34 (in duplicate)
    2. Vehicle Registration Certificate (RC)
    3. Vehicle Insurance Document
    4. Valid tax receipt
    5. Pollution Under Control (PUC) Certificate

    Termination of Hire Purchase / Lease / Hypothecated

    The application for termination of hire purchase endorsement can be made in Form 35 to the RTO by the owner of the vehicle. Following is the list required to be submitted along with the application:

    1. Form 35: Intimation of termination of agreement (in duplicate)
    2. Vehicle Registration Certificate (RC)
    3. Vehicle Insurance Document
    4. No Objection Certificate from the financier of the vehicle
    5. Road tax receipt
    6. Pollution Under Control (PUC) Certificate

    Renewal of Vehicle Registration

    After 15 years from the date of original registration, the owner of a private/non-commercial must apply for renewal of vehicle registration. The registration certificate must be renewed 60 days prior to the expiry of vehicle registration. The application has to be made to the Regional Transport Officer/Motor Vehicle Inspector Grade I and the vehicle needs to be produced for physical inspection. Following is the list of needed documents:

    1. Duly filled in form 25
    2. Vehicle Registration Certificate (RC)
    3. Vehicle Insurance Certificate
    4. PUC Certificate
    5. Tax receipt

    Transfer of Vehicle Ownership

    In case you are selling your vehicle to another person or wish to transfer the ownership of the vehicle in somebody else’s name, an application has to be made by the owner of the vehicle in Form-29 to the Regional Transport Officer/Motor Vehicle Inspector Grade I. The list of documents of vehicle ownership transfer is below:

    1. Form 29: Intimation of vehicle transfer (in duplicate)
    2. Duly filled Form-30 if the vehicle is hypothecated
    3. Vehicle Registration Certificate (RC)
    4. Vehicle Insurance Document
    5. Address proof (any one of the following):

    Re-Registration of Vehicle/Transfer of Ownership from Other State

    If your vehicle was originally registered in another state and you wish to move to Tamil Nadu, you will need to re-register your vehicle in Tamil Nadu. However, if you are using your vehicle in the state for a temporary period (maximum of 12 months), there is no need to re-register your vehicle. Following are the documents required for the purpose:

    1. Duly filled Form No. 20
    2. Duly filled Form No. 27 for issue of new registration number
    3. Form 28: Application for NOC

    TN Transport and Vehicle Registration Details FAQ's

    1. How necessary is vehicle registration in Tamilnadu?

      Vehicle registration is compulsory in India as per the law. The Motor Vehicles Act, 1988, prohibits any person to drive an unregistered vehicle in the country. Violation of the law is punishable under the law.

    2. How long can a two-wheeler registered in any other state be used in Tamilnadu?

      A vehicle registered in any other state can be used in Tamilnadu or any other state in India for a maximum period of 12 months. After this period, the vehicle owner must obtain an NOC from the registering authority and re-register their vehicle in the state where they wish to use the vehicle in.

    3. Can I apply for a VIP two-wheeler number in Tamilnadu?

      Yes, you can get a VIP number for your two-wheeler by filling up Form 20 e-application. Fancy numbers are in great demand and therefore allocated by way of auction.

    4. When should I renew the Registration Certificate of my two-wheeler?

      The registration certificate for a two-wheeler is valid for a maximum period of 15 years. Once the RC is expired, it must be renewed by submitting all the vehicle related documents to the registering authority with which the vehicle is currently registered. The two-wheeler must be produced for the inspection of its roadworthiness. As per the rules formed under the Central Motor Vehicle Rules, 1989, the application for renewal of RC should be made before 60 days of the expiry of original vehicle RC.

    5. What is the age criteria to obtain a driving license in Tamilnadu?

      The minimum age necessary to apply for a learning license in India is 16 years. With a learner’s license, a person can ride a non-geared two-wheeler. The application for a learning license must also have the consent of the parent/guardian. A person above the age of 18 can apply for a driving licence for geared vehicles including car.

    6. Is two-wheeler insurance mandatory for motorcycles in Tamilnadu?

      A two-wheeler insurance policy is absolutely necessary for all motor vehicles across India. As per the provisions of the Motor vehicles Act, a third-party liability cover is the minimum form of insurance that all motor vehicles must have. The policy provides you with coverage against losses or damages that are caused to a third party or their properties due to your vehicle.       The premium amount is too low in Tata Aig general insurance, as compared to other policies, the customer service is very fast they have generated my policy copy on time. I do have Bajaj pulsar bike its four years old, but offered me best idv value with third party cover.

      Based on the vehicle age they gave me some insured declared amount for the policy of one year. Its a comprehensive plan, it covers for the loss, damage. I never got any chance to approach, the amt which I paid its high, it should be economical hence many people affordable.

      I got with the bike, I have purchased the bike before 1.5 years still the policy is active I have renewed it again. I received the no claim bonus around 25% because I didn't go for claim. They are proving good insured value based on the age. The features of policy is good.

      I have check the online the price is very commendable, the premium amount is around Rs 1500 for one year bike policy. Reliance Insurance gave me best insured value, the policy which I taken is comprehensive 100% protected. I have TVS apache bike.

      My two wheeler insurance is from Bajaj Allianz. The services and response is good. I had a claim experience and the process was fine. I did not have to pay in anything from my end. All was done by the insurer. Overall no hassles in using the policy.
