Motor Vehicles Department of Kerala is one of the noteworthy revenue centres of the Government. Several initiatives have been taken by the government to make the working of Regional Transport Offices efficient and people friendly. Brokers and agents are not encouraged in the Regional Transport Offices, which has streamlined the services and put a stop to all the corrupt practices. Citizens are encouraged to approach the department to avail all the necessary help and support services. The Kerala MVD has adopted the following policies to provide better services to citizens:
A proficient 'any service any counter' and 'one person one application' framework has been adopted in all offices to deliver all the needed services to citizens. Also,
The date of test and location of the driving test are intimated to the candidates as soon as they clear the learner's test.
The strategies are tolerating engine vehicle expense and charges are streamlined keeping in mind the end goal to dodge long lines and swarming before the Regional Transport Offices.
Taxes paid are valid up to 15 years for newly registered cars, bikes, scooters three wheelers. Vehicle owners who own vehicles below 95 cc of engine power can choose to pay vehicle taxes for a period of 5 years, 10 years or 15 years.
Physically incapacitated people, including the visually impaired and the hard of hearing, with over 40% inability are exempted from payment of vehicle tax.

Smart Card Facility
Taking a step towards digitalisation, the Smart Card and Smart Optical Card has been introduced in the issuance of driving licenses and issuance of Certificates of Registration. The Smart Card has an implanted microchip empowering it to process and store data.
Control of Automobile Pollution
Vehicle pollution remains a serious threat to environment as well as human beings. To control pollution, smoke testing equipments have been provided to all Regional Transport Offices. Additionally, 105 private centres have been authorised to conduct Pollution Under Control Test and issue the certificates.
Road Safety
Steps have been taken amid late circumstances to enhance road safety. In such manner, a committee had been constituted under the chairmanship of the Additional Chief Secretary to Government. The following measures have been actualized on the proposals of the above board of trustees.
- Driving test has been made strict and compulsory.
- Measures have been set for the driving test.
- Driving License test is led by two officers of various positions.
- The maximum number of tests in a day is fixed at 40.
- Vehicles more than 20 years old are examined
- Driving licenses are issued around the same time and dispatch by post.
The process will allow of International Driving Permit has been disentangled to the degree that the candidate require not created either VISA or Air Travel Ticket and furthermore require not experience the trial of capability in driving.

Is it possible to drive a vehicle without registration in Kerala?
Registration of vehicle is compulsory in India and driving an unregistered vehicle is a criminal offence. The Motor Vehicles Act, 1988 disallows any person to drive an unregistered vehicle in any public place in India. Thus, it is not possible to drive a vehicle without registration.

How long can I use my two-wheeler in another state without re-registering the vehicle in the state?
If you wish to use your vehicle temporarily in another state for a temporary period, you can do the same without any hassle for a maximum of 12 months. Post which, you must obtain the NOC from the original registering authority and get your vehicle re-registered in the state you are using your vehicle in. Suppose, your vehicle is registered in Kerala and you move temporarily to Karnataka, you may use your vehicle in Karnataka easily for a year. Use of your vehicle beyond this period will need you to re-register your vehicle in Karnataka.

Can I get a fancy number for my two-wheeler in Kerala?
The demand for fancy vehicle numbers has significantly increased in past few years. You may check the list of available fancy numbers through a dedicated page in the Kerala Transport Department website. You may also check the registration fee for the number that you are interested in. If there are multiple applications for a particular vehicle number, the same is allocated by way of auction.

After how many years is a vehicle RC need to be renewed?
A vehicle Registration Certificate (RC) for a private/non-commercial two-wheeler is valid for a period of 15 years. As per the rules under the Motor Vehicles Act, the registration of a two-wheeler must be renewed after this period and in every 5 years thereafter. At the time of RC renewal, the vehicle must be presented at the RTO for inspection of its roadworthiness. Along with the application of renewal, several other vehicle documents are needed to be submitted. After verification of documents and vehicle inspection, the RTO will issue a new RC for your vehicle. However, the application for renewal of RC should be made before 60 days of the date of expiry of the original RC.

What are the age requirements to obtain a driving license in Kerala?
Any person above the age of 16 and below the age of 18 can apply for a learner’s license for a non-gear vehicle. The application for a learner’s driving licence must be submitted along with the consent of the guardian/parent. A person above the age of 18 years can obtain a driving license for geared vehicles including two-wheelers and cars.

Is two-wheeler insurance compulsory in Kerala?
Just like a vehicle Registration Certificate (RC), a two-wheeler insurance policy is mandatory in India. All motor vehicles in India must have a minimum of third-party liability insurance cover. Vehicle owners must carry the insurance policy at all times and must produce the same if the concerned officer asks to do so while on the road. While a third-party insurance cover is the minimum need, it provides a limited coverage. A comprehensive two-wheeler insurance plan on the other hand can be more useful as it provides coverage against a variety of misfortunes involving your two-wheeler including liabilities arising out of damages or losses caused to a third party.
