The Motor Vehicles Department in Nagpur is responsible for bringing into effect the provisions and rules made under the Motor Vehicles Act 1988. The department mainly aims to simplify the movement of passengers and goods in the city and offer a range of services, including registration of vehicles, issuance of driving licenses and vehicle fitness certificates, and more.
As per the MV Act, an unregistered motor vehicle cannot be delivered to the buyer. The vehicle must be temporarily or permanently registered by the dealer before handing the same to the customer. The act also prohibits the citizens to use an unregistered vehicle in any part of India. Similarly, it also mandates a two wheeler insurance for all motorcycles and scooters in India.
Temporary registration is required for vehicles that needs to be carried from a dealer's showroom to the vehicle registration office. Normally, the validity of a temporary registration is 7 days but can be extended to a period of 30 days in certain cases. An application for temporary vehicle registration can be made to the RTO in Form No.C.R Tem.A.
Once the vehicle is delivered to the buyer, he/she is allowed to permanently register the vehicle within a period of 7 days excluding the period in which the vehicle was temporarily registered. The following are some of the documents that need to be submitted for vehicle registration:
Any vehicle which is brought to Maharashtra for temporary use (maximum 12 months) does not need to be re-registered in the state. For any period exceeding one year, the vehicle should be re-registered with the concerned RTO. The process requires a vehicle owner to obtain an NOC from the vehicle registration authority where the vehicle is currently registered along with an NOC from the financier of the vehicle (if any). Along with the NOCs, the following documents need to be arranged and submitted to the RTO where an applicant wishes to re-register his/her vehicle.
Rule 54 of the Maharashtra Motor Vehicle Rules 1989 allows vehicle owners to apply for fancy vehicle registration numbers by making an application and submitting the required fee.
The following documents should be submitted while applying for the NOC:
If the NOC remains unutilised, an application for cancellation of NOC can be made by submitting an application along with the following documents:
