HP Transport Vehicle Registration Details

The Himachal Pradesh Transport Department is responsible for bringing into effect the provisions of the Motor Vehicles Act, 1988, and the rules formed under the Himachal Pradesh Motor Vehicles Taxation Act, 1972.

The transport department coordinates with other departments to facilitate a smooth flow of transport in the state and deliver services for the efficient movement of passengers and goods. It is also one of the major revenue centres that contributes to the income of the state.


Temporary Vehicle Registration Certificate in Himachal Pradesh

A temporary vehicle registration certificate serves the purpose when the vehicle is newly purchased and is required to be permanently registered with the RTO. This number is assigned to the new vehicle by the dealer of the vehicle. A temporary registration number is valid for a period of one month within which the vehicle should be permanently registered. The following documents are required to be submitted for the same:

  1. Application in Form 20
  2. Form 21 (Sales certificate)
  3. Form 22 (Roadworthiness certificate)
  4. Address proof
  5. Vehicle insurance certificate
  6. PUC certificate
  7. PAN Card /Form 60 and Form 61 (as required)

Permanent Vehicle Registration in Himachal Pradesh

The application for permanent registration of a vehicle needs to be submitted to the Registering Authority in the location where the applicant lives or carries out business. The application has to be made in Form 20 along with the documents as mentioned below:

  1. Form 20 (attested by the financier if the vehicle has been bought on HPA/Hypothecation/Lease).
  2. Form 21 (Vehicle Sale Certificate)
  3. Insurance certificate
  4. Address Proof (one of the following):
    1. Ration Card
    2. LIC Policy
    3. Passport
    4. Electricity/Telephone bill
    5. Pay slip issued by a central/state government office
    6. Receipt of house tax
  5. Temporary registration certificate
  6. Roadworthiness certificate
  7. Customs Clearance certificate in case of an imported vehicle
  8. Fee as specified in Rule 81
  9. Tax payment to be made

Renewal of Vehicle Registration in Himachal Pradesh

The registration for a private vehicle is valid for a period of 15 years post which it needs to be renewed. The application for renewal of registration needs to be made in Form 25 within 60 days before the expiry of the registration. The following are the documents to be submitted along with the application:

  1. Vehicle Registration Certificate
  2. Vehicle Insurance Certificate
  3. Tax Certificate
  4. PUC Certificate
  5. Payment of applicable fee

At the time of renewal of vehicle RC, the vehicle may be inspected for its roadworthiness. The registration is renewed for a period of 5 years and has to be renewed in the interval of 5 years after that.

 Duplicate Registration Certificate Required in Himachal Pradesh

In case you lose your vehicle registration certificate, you may apply for a duplicate registration certificate in Form 26. If the vehicle is hypothecated/covered by finance/hire purchase/lease, additional fee needs to be paid as prescribed in Rule 81 of the Central Motor Vehicles Act. The below-mentioned documents need to be submitted along with the application.

  1. FIR copy
  2. Vehicle Insurance certificate

Transfer of Vehicle Ownership

To transfer the vehicle to another person by way of sale or succession, the following documents are to be submitted to the registering authority:

  1. Duly-filled Form 29 and 30
  2. Vehicle Registration certificate
  3. Vehicle Insurance Certificate
  4. NOC if the vehicle is registered outside Himachal Pradesh
  5. Applicable fee as under Rule 81 of Central Motor Vehicles Act
  6. Passport size photos of the purchaser and seller
  7. Tax clearance certificate

Transfer of Vehicle Ownership in Case of Death of The Vehicle Owner

In case of death of the registered vehicle owner, the following documents are to be submitted by the nominee or the successor:

  1. Application Form 31
  2. Registration Certificate of the vehicle
  3. Insurance certificate
  4. Death certificate in relation to the registered owner
  5. Proof of succession
  6. Passport size photos
