The Indian passport which is issued to individuals by the Ministry of External Affairs, Government of India, is an important travel document. The document acts as proof of the holder’s identity and nationality. The document help the holder travel abroad for family visits, business, education, medical attendance, tourism, pilgrimage, etc. In India, the Ministry of External Affairs (MEA) is responsible for issuing passports to eligible individuals through a network of 37 regional passport offices and 180 Indian embassies and consulates.
With a growing economy and spreading globalization in the country, there has been an increase in demand for passport and its related services. Given that, the government has laid emphasis on reforming the passport services by launching the Passport Seva Project (PSP) in May 2010. The project is aimed at enabling a simple, efficient and transparent process for the delivery of passport and related services and has been implemented in a Public Private Partnership (PPP) mode with Tata Consultancy Services.
List of Regional Passport Offices
As mentioned earlier, there are a total of 37 passport offices in the country. These offices are in addition to the 93 Passport Seva Kendras (PSKs) that have been made operational in the country as part of the Passport Seva project. The Regional Passport Offices (RPO) in the country are located at every nook and corner of the country. The name of the places where the RPOs are located can be found in the table mentioned below:

Bengaluru RPO - Bengaluru Regional Passport Office (RPO) was set up in June 1978 after the division of Madras RPO. The RPO started functioning in its own premises located at 8th Block, 80 feet Road, Koramangala, Bengaluru, Karnataka only since April 2007, almost 29 years after it was set up. Five Passport Seva Kendras (PSKs) located at Lalbagh, Sai Arcade, Dharwad, Mangalore, Kalaburagi and one Post Office Passport Seva Kendra (POPSK) set up in Mysuru functions under Bengaluru RPO. As of 21 March 2018, the office had 76 officers and staff members. The office in 2017 had received 7,24,412 applications and rendered passports and miscellaneous services to 7,14,162 applicants.
Delhi RPO - The Delhi RPO was one of the first five passport offices set up in the country. The office, set up in 1954, was inaugurated as a subordinate office of MEA under the supervision of Central Passport Organization (CPO). Located at Hudco Trikoot-3, Bhikaji Cama Place, R.K Puram, New Delhi, the RPO offers passport services to the areas of Delhi and nine districts of Haryana. Four PSKs function under the RPO and are located at Gurgaon, Herald House - ITO, R.K. Puram, and Shalimar Place. As of 30 April 2018, the office has a total of 24 officers and 97 staff members. In 2017, the office had received 6,49,082 applications, out of which 6,38,873 applicants were rendered passport and miscellaneous services.
Chennai RPO - Located at Royala Towers Number 2 and 3, IV Floor, Old Number 785, New Number 158, Anna Salai, Chennai, Tamil Nadu, the RPO was set up in the year 1955. Initially the RPO was catering to the needs of people from Tamil Nadu, Puducherry, Kerala, Andhra Pradesh, and Karnataka. Currently, it serves the people who reside in Chennai, Chennai Sub Urban, Cuddalore, Dharmapuri, Kanchipuram, Krishnagiri, Puducherry, Tiruvallur, Tiruvannamalai, Vellore, and Villupuram. The office has a total of 74 officers and staff members and supervises four PSKs and POPSKs. The PSKs are located at Aminjikarai, Saligramam, Tambaram, and Puducherry while the POPSKs are located at Vellore, Villupuram, Cuddalore, and Tiruvannamalai. In 2017, the RPO received 5,01,805 applications while the services rendered with regard to passports and miscellaneous services was 4,93,798.
Mumbai RPO - Mumbai Regional Passport Office was set up in 1954 and is a subordinate office of the Ministry of External Affairs which functions under the supervision of the Joint Secretary (CPV). The Joint secretary functions as the Chief Passport Officer, Ministry of External Affairs, Government of India, New Delhi. The office which is located at Videsh Bhavan, Bandra Kurla Complex, Plot Number C-45, G Block, Bandra (East), Mumbai received 6,53,029 applications in 2017 out of which services were rendered to 6,09,717 applications. The office which has a total of 103 staff officials supervises five PSKs that functions under it. The PSKs are located at Andheri, Lower Parel, Malad, Thane II and Nashik II.
Chandigarh RPO - The RPO which was established in 1969 serves the Union Territory of Chandigarh along with 12 districts each of Punjab and Haryana. The office which is located SCO 28-32, Sector 34-A, Chandigarh was computerized in 1996. As of 31 March 2017, the total strength of the office was only 82 which included of 15 officers and 67 staff members. It needs to be mentioned here that the sanctioned strength of employees in the office is 127 which comprises 37 officers and 90 staff members. Under the RPO, three PSKs located at Ambala, Ludhiana, and Chandigarh functions. In 2017, 6,06,535 applicants were rendered passport and miscellaneous services while the total number of applications received were 6,31,751.
Ahmedabad RPO - Ahmedabad RPO was set up in 1969 and offers passport related services to the citizens of north Gujarat, central Gujarat, Saurashtra, and Kutch regions. The RPO covers a total of 24 districts. Located opposite to L.D Engineering College Hostel, University Road, Gulbai Tekra, Ahmedabad, Gujarat, the office has a total strength of 91 employees. The office rendered services to a total of 6,43,446 applicants from the 6,47,952 applications it received in 2017. Under the RPO, four PSKs function which are located at Mithakhali, Rajkot, Vadodara, and Vijay Cross Road.
Goa RPO - The Regional Passport Office in Goa started functioning from 1988 after the Ministry of External Affairs took over the office from the Goa State Home Department. The office is located at Passport Bhavan, EDC Complex, Patto, Panaji, Goa, and serves the people of North and South Goa. Led by the MEA’s vision, the regional passport office aims to deliver passport service to citizens in a timely, transparent, accessible and reliable manner under a comfortable environment. Under the RPO which has a total of 27 officers, one PSK and one POPSK functions. While the PSK is located in the same building as the RPO, the POPSK was opened in South Goa Collectorate office in Margao. In 2017, the RPO had received 57,297 applications.
Trivandrum RPO - Trivandrum RPO located at SNSM building, Karalkada junction, Pettah P.O, Trivandrum, Kerala started functioning in 1992. The office covers the districts of Kollam city, Kollam rural, Pathanamthitta, Trivandrum city, and Trivandrum rural. Trivandrum Regional Passport Office is credited for opening three PSKs and one POPSK in Kerala. The PSKs are located at Kollam, Neyyattinkara, and Vazhuthacaud while the POPSK is located at Pathanamthitta. The office which has a total of 45 officers and staff members rendered passport and miscellaneous services to 2,43,580 applicants. The number of fresh applications that the office received in 2017 was 2,40,670.
Hyderabad RPO - Regional Passport Office, Hyderabad was opened in 1976 as a subordinate office of Ministry of External Affairs under the supervision of Central Passport Organization. While it started off as a small organization, today, it is the second biggest passport office after the one in Mumbai. Located in Door Number 8-2-215 to 219, Kummarguda, Secunderabad, the office offers passport services to the citizens of 35 districts. The office has a strength of 109 officers and staff members as of 16 May 2018. Six PSKs which are located at Ameerpet, Begumpet, Karimnagar, Nizamabad, Tirupati, and Toli Chowki functions and reports to Hyderabad RPO. In 2017, the office rendered passport services to 6,10,217 applicants.
Pune RPO - Pune Regional Passport Office which caters to twelve districts started functioning in June 1999. The office performed as a subordinate office of Ministry of External Affairs under the supervision of Central Passport Organization. It was created after bifurcation of Mumbai RPO and is currently located at Senapati Bapat Road, MSFC building, opposite Symbiosis college, Pune. The office which has a strength of 45 officers and staff members covers the districts of Ahmednagar, Beed, Jalna, Kolhapur, Latur, Nanded, Osmanabad, Parbhani, Pune City, Pune Rural, Sangli, Satara, Solapur City, and Solapur Rural. In 2017, the office received 3,58,132 applications while 3,53,511 passport and miscellaneous services were rendered.
