Transfer Vehicle Ownership in Pune

When you buy a used car, it is important that you transfer the ownership of the vehicle as soon as possible. In Pune, there are two Regional Transport Offices (RTOs) where you can get this done easily. Knowing the standard procedures, documents required, fees, etc., will help you make the process much smoother.

Transfer of Vehicle Ownership Law

After you purchase a used vehicle, the law mandates that documents required for the vehicle ownership transfer should be submitted to the RTO within exactly 30 days of purchase.

If the car you bought hasn't been registered at the Pune RTO, then the No Objection Certificate (NOC) for ownership transfer has to be procured from the RTO where the vehicle was registered originally. If this procedure is not completed within 30 days, there is a late fee of Rs.500 that has to be paid.

The different stages to be followed for this procedure are as given below:

Stage 1: Obtain a No Objection Certificate (NOC)

This is applicable if the buyer and seller are from different RTO jurisdictions. The vehicle has to be de-registered first at the RTO where it was registered. To do this, you must submit the RTO Form 28 for obtaining the NOC at the original RTO.

To obtain the NOC for vehicles not registered in the state of Maharashtra, you would have to submit RTO Form 29 at the original RTO itself. The documents required for this are the following:

  • Original Registration Certificate (RC)
  • Copy of valid insurance
  • Copy of valid pollution under control certificate
  • Form 29
  • Form 30
  • Copy of Residential Certificate which are attested copies of any two of the following: Utility bills/passport/voter ID/ration card

Stage 2: Re-Registration of the vehicle after an interstate transfer for vehicles from different states:

To do this, submit the documents given below and you will receive the re-registration after a few weeks:

  • Original RC
  • NOC from previous RTO
  • NOC from the bank if the vehicle is hypothecated for a car loan
  • Attested copy of the valid driving license of the vehicle owner
  • Attested copy of PUC Certificate
  • Attested copy of proof of address
  • PAN Card
  • Form 60 or Form 61
  • Form 20
  • Form 27
  • Form 33
  • Passport-size photos of the applicant

Stage 3: Road tax payment

This is applicable if you have bought a used car from another state. The road tax will have to be paid again through a demand draft. However, you can claim a reimbursement or refund of road tax already paid by submitting the documents as given below:

  • Updated and signed Form 16
  • Copy of the old registration certificate
  • Copy of the new registration certificate
  • Proof of identification
  • Proof of address
  • Insurance policy with new registration number

Documents Required for Transfer of Vehicle Ownership in Pune

These are the documents required for transferring ownership of vehicle in Pune:

  • Original RC
  • Copy of valid insurance
  • Copy of valid pollution under control certificate
  • Copy of G.I.R./Pan number or Form 60/Form 61 (only in the case of cars)
  • Registration Certificate and Tax Certificate
  • Two copies of the following:
    • Form 29
    • Form 30
    • Proof of address of buyer
  • Form 28 – NOC for vehicles registered in another state along with PUC certificate, proof of address, insurance region/state certificate, and applicable fees
  • Photo along with fingerprint of the thumb of the right hand certified by a gazeted officer or notary

  1. Should I repay my car loan in full before selling my car?

    Yes, the car loan has to be repaid in full and the hypothecation removed from the vehicle's RC before you sell the vehicle.

  2. Should I be physically present at the RTO to transfer the vehicle that I am selling?

    No, there is no need to be physically present at the RTO unless your signature is not matching with the signature sample provided in the records of the RTO.

  3. What is the fee for application of NOC?

    The fee for application of NOC is Rs.100.
