How to Apply for a Passport in Delhi

The eligibility criteria to apply for a passport in Delhi are as follows:

1. The applicant should be a citizen of India.
2. The applicant should have no criminal record.
3. The applicant should not have any pending passport applications or be issued a passport already.

1. In case of minors, consent of parents or legal guardians is required as per passport rules. 

1. The applicant must possess valid supporting documents for proof of identity, address, and date of birth. 

How to Apply for a Passport Online in Delhi

Residents of Delhi can apply for a passport online by following the procedure mentioned below:

1. Visit the Passport Seva website run by the Ministry of External Affairs and register on the site. 

1. Log in to the site and click on the 'Apply for Fresh Passport/Re-Issue of Passport' tab on the homepage. 

1. Complete the online form and submit it. 

1. After submitting the form, go to the 'View Saved/Submitted Applications' tab and select the 'Pay and Schedule Appointment' link. 

1. Make the processing fee payment (through internet banking/SBI challan/debit or credit card) and then choose an appointment date. 

1. Click on the 'Print Application Receipt' link after booking an appointment and print a copy of the receipt, which contains the application reference number. Carrying a printed receipt is not mandatory, as an SMS with appointment details is also accepted at the PSK.  

1. Visit the PSK/RPO on the appointed day and submit the documentation as well as the application receipt. Biometric data and photographs are captured at the PSK during the visit. 

1. On completion of the verification process, the passport can be collected in person or it can be dispatched by post to the applicant’s registered address. 

Documents Required to Apply for a Passport in Delhi

1. Identity Proof: There are multiple documents which can be submitted as proof of identity, you can submit any one of them: 

1. Aadhaar Card 

1. Voter ID Card 

1. PAN Card 

1. Driving License 

1. Government-issued photo ID card 

1. Ration Card (not accepted as a standalone proof of identity but may be accepted in combination with other documents as per passport guidelines). 

1. Address Proof: There are multiple documents which can be submitted as proof of identity, you can submit any one of them: 

1. Aadhaar Card 

1. Voter ID Card 

1. Driving License 

1. Water Bill 

1. Telephone Bill (landline or postpaid mobile bill) 

1. Electricity Bill 

1. Gas Connection Bill 

1. Bank Passbook or Bank Account Statement (from a scheduled bank)  

1. In the case of a minor applicant, the first and last page of the parent's passport copy, along with family details. 

1. Date of Birth Proof: There are multiple documents which can be submitted as proof of date of birth, you can submit any one of them: 

1. Birth Certificate issued by the Municipal Authority or any office authorized to issue Birth and Death Certificate by the Registrar of Births & Deaths. 

1. School leaving certificate/Secondary School leaving certificate/ Certificate of Recognized Boards from the school last attended by the applicant or any recognized educational institution. 

1. PAN card or Aadhaar Card

1. Affidavit sworn before a magistrate stating the date of birth by illiterate or semi-illiterate applicants. 

1. Multiple copies of passport-size photographs with a white background. 

1. Annexure E or Annexure F (if required depending on the case): 

1. Annexure E: Applicants who cannot provide the required documents as proof of their birth date/place will have to submit this form. 

1. Annexure F: Applicants who cannot provide any of the documents mentioned under the 'Proof of Address' section will have to submit this form. 

1. Marriage Certificate: Marriage certificate is not mandatory. It is required only if the applicant wishes to include the spouse’s name in the passport. 

1. Non-ECR Category Proof: For applicants falling under the Non-ECR (Emigration Check Required) category, documents such as Income Tax Assessment Order, Pay Slip in original, etc., are required. 

Applying for a Passport through PSK/RPO in Delhi

To lessen the workload on the Regional Passport Offices (RPO), which usually issue and process passport applications, Passport Seva Kendras (PSK) were established to process passport applications and issue passports. Unless the application type is under the category that is processed by the RPO generally, applications cannot normally be submitted at RPOs.

Applications cannot generally be submitted at RPOs unless the application type falls under the category that is processed by the RPO generally.

There are special situations when RPOs are permitted to issue regular passport as well. In such cases, the procedure to be followed is given below:

1. Applications are required to be filled and submitted online through the Passport Seva website. Manual purchase of passport application forms is no longer applicable. 

1. After online submission, applicants must book an appointment and visit the RPO (only if specifically instructed) with the required documents and fee payment receipt. 

1. A file number will be issued as acknowledgement of receipt of the application, which can be used to track the application through the Passport Seva website. 

1. Once the verification is successfully completed, the passport is dispatched by post to the applicant’s registered address. Collection of passports in person from the RPO is generally not permitted. 

The procedure for applying for a passport at a PSK is similar to the one mentioned above. However when visiting a PSK, a prior appointment is to be made to submit the documents and pay the fee.

Walk-in applicants will be considered only if they fall under the below categories:

1. Minors
2. Senior citizens
3. Tatkaal or urgent cases
4. Handicapped applicants

The above passport application procedures can be used to apply for a new passport as well as for re-issue of an expired passport.
