RTI Passport

Courtesy Right to Information (RTI) Act 2005, any citizen of India can request the Passport Office to disclose any information that falls under the person’s right to knowledge. To obtain information using RTI, the individual needs to send a request in writing or online to the Chief Public Information Officer of Consular, Passport and Visa (CPV) Division, Ministry of External Affairs.

How to File an Application under RTI

When it comes to filing an application under the RTI Act, 2005, an individual must follow the instructions mentioned below:

  • First, the individual needs to submit an application to obtain information. If the information is sought under subsection (1) of Section 6 as per the Gazette notification issued by Department of Personnel & Training Ministry of Personnel, Public Grievances and Pension, Government of India, the prescribed fee of Rs.10 needs to be paid.
  • For the RTI application which is submitted in writing at the CPV Division, Patiala House, New Delhi, the application fee can be paid in cash or through Demand Draft/Banker’s Cheque /Indian Postal Order. The Demand Draft/Banker’s Cheque/Indian Postal Order must be drawn in favor of the Accounts Officer, Ministry of External Affairs which is payable at New Delhi.

RTI Application Fees

If the application is being submitted physically at the Regional Passport Offices, the fee can be paid in cash or through Demand Draft/Banker’s cheque/ Indian Postal Order which is drawn in favor of the Passport Officer of the concerned Passport Office, payable at the place where the passport office is located. The application fees can be paid using internet banking/ credit card/ debit card/other payment facilities available on the RTI Online Portal, if the RTI application is made through the portal. People who fall under the BPL category need not pay the application fee if the necessary documents are provided at the time of the filing of the RTI application.

As per the directive of the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pension of the Indian Government (no. 34012/8(s)/2005 Estt - B dated 16.09.2005, for obtaining information under sub-section (1) and (5) of Section 7, an additional fee is charged.

  • Under Subsection (1) of Section 7, the additional fee charged are as follows:
    • For each page created or copied in A-4 size paper – Rs.2.
    • For each page created or copied in A-3 size paper – Rs.2.
    • For samples or models – actual cost price.
    • For copies in larger size paper – actual cost price.
    • For inspection of records – no fee for the first hour, and Rs.5 per hour after that.
  • Under Subsection (5) of Section 7:
    • If information is provided in a diskette or floppy – Rs.50.
    • If information is provided in print – Rs.2 per page of photocopy for extracts from the publication.

Note: The mode of payment for the additional fee is the same as that provided for the payment of the application fees. If additional fees is required to be paid for obtaining information, the concerned authority will communicate the requirement for additional fee payment to the applicant.

When can an Applicant file an Appeal?

An appeal can be submitted to the Appellate Authority by the applicant if:

  • The applicant has not received a decision within the time that is specified under Subsection (1) or Clause (a) of Subsection (3) of Section 7.
  • The applicant is aggrieved by a decision of the Public Information Officer (PIO).

Note: The appeal can be filed within 30 days of the above mentioned instances.

  • Bangalore RPO Wins MEA Award

    Bangalore's Regional Passport Office has won a Certificate of Special Recognition from the Ministry of External Affairs after achieving high standards of passport services in Karnataka during the financial year 2015-16. PS Karthigeyan, the Regional Passport Officer, collected the award from Sushma Swaraj, the Minister of External Affairs, at the passport officers' conference at the Jawaharlal Nehru Bhavan in Delhi on the 24th of June, which is considered as Passport Seva Divas. The Regional Passport Office in Bangalore recorded impressive productivity in comparison with national productivity, with an achievement of 60% in excess of the national average for the financial year 2015-16.
