Odisha Motor Vehicle Department

The Odisha Motor Vehicle Department is responsible for an efficient road transport mechanism for smooth movement of freight and citizens in the state. There are 35 RTOs across the state of Odisha.   • Application for form 4 (application for licence to drive) can be downloaded from the aforementioned website. Alternatively, form 4 can be obtained from the RTO office as well.
  • The application form should be filled out. Applicants should also have some required documents as listed below:
    • Learner’s license (valid)
    • Driving certificate in Form-5 (transport vehicle)
    • Proof of address
    • Proof of age
    • Three passport-sized photographs
  • The required application form along with the required documents should be submitted at an RTO office after payment of fees
  • RTO officials will check the submitted documents, following which, a driving test will be scheduled
  • An applicant should take a driving test within 180 days of the issue of learner’s license in Odisha
  • An individual will have to drive his vehicle in the presence of an examiner who will gauge the former’s knowledge vis-a-vis traffic signals and rules
  • If the examiner gives the go-ahead, the candidate will receive the driver license

  5. Enter current address
  6. Enter details of learner’s license

  8. The ‘e-payment’ option can also be exercised
  9. Select the bank, enter the code and pay the fee

The Odisha motor vehicle department issues the driving license in SCB card after one day of clearing the driving test. Similarly, an upgraded and renewed driving licence will be issued in one day after submission of the required documents.   • Riding without a helmet will lead to driving license suspension in Odisha

    The transport and police authorities have been instructed by the Odisha government to suspend the driving license of individuals who are caught riding without a helmet. Last year, 8.5 lakh individuals were fined for riding with a helmet. District-wise suspension of the driving license has been requested to be submitted by the transport authorities. As per the Supreme Court committee, many lives could be saved by wearing a helmet. Odisha is in the top 12 states when it comes to road accident falls. Since 2016, the number of road accidents has increased.

  • Odisha Transport dept will set up all-new urban seva kendras (online services)

    People no longer have to visit regional transport offices (RTOs) availing services. The department will open Transport Seva Kendra (TSK) in urban areas. This will be for decongesting the RTOs and help people get transport-related online services. TSK will be created on the lines with the Jana Seva Kendras that are operational in rural areas. TSK has been mooted for those, who are not conversant with the computer operations and face difficulties in availing the online services of the transport department. As of now, the common service centres have been helping people avail 20 kinds of RTO-related online services only in the rural areas.
