    According to the Motor Vehicles Act 1988, in India, it is illegal to drive without a valid driving licence. However, you need to follow a procedure to get a valid driving licence. You must first get a learner’s licence. After completing a month from the learner’s licence issue date, you can apply for a permanent driving licence. The RTO will test your driving skills and if you pass the test, you will get a permanent driving licence.

    In order to apply for a learner’s licence, you need to submit Form 2 at the Regional Transport Office (RTO).

    How to Fill Form 2?

    Form 2 is divided into four parts. The first part consists of vehicle category and RTO authority details, the second part consists of candidate details, the third part is for minor applicants and the fourth part is for official use.

    • At the beginning of the form, mention the RTO Office from where you want to apply and also mention the vehicle category.
    • In points 1, 2 & 3, you need to fill personal details like your name, your father’s/husband’s name, address, etc.
    • In point 4, you need to mention your temporary address (if you have a temporary address) and support it with valid documents.
    • In point 5, you need to mention your stay duration at the present address.
    • In points 6 and 7, you need to mention your birth details and support it with valid documents.
    • In point 8, you need to mention if you have migrated in India. If yes, then you need to mention the year of migration.
    • In point 9, you need to mention your educational qualifications.
    • In point 10, you need to mention if you have any birthmarks, moles, or stitch marks. This is for easy recognition.
    • In point 12, you need to mention your blood group.
    • In point 13, you need to mention if you already have a valid driving licence. If yes, then select the vehicle category.
    • In point 14, you need to mention if the officials have cancelled your previous driving licence.
    • In point 15, you need to mention details like if your learner’s licence ever got held up.
    • In point 16, you need to mention if you have been previously disqualified from owning a learner’s licence. If yes, then you need to state the reason behind it.
    • In point 17, you need to mention if you have enclosed three passport-sized photographs.
    • In point 18, you need to mention if you have enclosed a fitness certificate. Along with the fitness certificate, you also need to mention the name of practitioner who issued the certificate and the date of issue.
    • In point 19, you need to submit written consent from parents or guardians, in case you are a minor applicant.
    • In point 20, you need to mention the details of the driving school from where you have obtained the driving certificate and also mention the date of issue.
    • In point 21, you need to mention that you have paid the learner’s licence fees.
    • In point 22 & 23, you declare that you are exempted from the medical test and preliminary test.

    After completing the above-mentioned points, you need to sign the form along with the date.

      Form 1A is a medical certificate and the applicants of or above 40 years of age have to compulsorily submit it to get a learner’s licence.
