You might not have noticed that all Indian oil marketing companies have shifted to dynamic fuel pricing on 16 June 2017.     In Shimla, the diesel price in Shimla has been moving in an upward trend since the beginning of November 2017. In October 2017, the fuel price reduced to Rs.57.90 per litre on the closing day from Rs.59.11 per litre. In September 2017, the fuel was sold at Rs.57.33 per litre on the opening day. In Solan, during the first week of November 2017, the average price of diesel was Rs.58 per litre. During the same period, the average diesel price was above Rs.58.00 per litre in Dharamsala.

    How are Diesel Prices in Himachal Pradesh Revised?

    As discussed earlier, dynamic fuel pricing mechanism has been introduced in India to revise fuel rates. This mechanism has been in use in the country since 16 June 2017. Under this new mechanism, all state-run oil marketing companies will revise diesel and petrol prices every day in sync with global crude oil rates and the exchange rate. The same mechanism is followed in other developed countries such as the United States of America, Australia and Russia.

    Himachal Pradesh has a good network of diesel stations scattered across all parts of the state. A majority of fuel stations are non-automated and will revise fuel prices manually. All automated petrol stations will revise fuel prices automatically. The price revision is done at 06:00 a.m. every day.     • Diesel prices, like petrol, are revised on a daily basis by State-owned Oil Marketing Firms under the dynamic fuel pricing method. The new rates are effective from 6:00 am IST.
    • Oil companies arrive at the retail price of diesel by including the global crude oil price and the exchange rate of the rupee and the U.S. dollar.

    • Crude oil rates and the exchange rate are the two important global factors, which greatly impact the pricing of diesel. These factors also determine diesel price trends in Himachal Pradesh and other states as well.
    • Each month has different trends. The movement of diesel rates in Shimla, the capital city of Himachal Pradesh, Mandi and Manali were interesting to notice in April 2018.

    • Himachal Pradesh recorded its lowest diesel price for the month at Rs.59.42 per litre on 1st January.
    • Diesel price grew at 1% during the first week in Shimla, Solan and Dharamshala in Himachal Pradesh triggered by the fall in the value of the USD over the INR as well as due to the depreciation of the crude oil price in the global market.

    • IOC Slashes Prices of Domestic Jet Fuel by up to 11%

      Indian Oil Corporation Limited has slashed the prices of jet fuel by up to 10.9% from November for domestic flights in Kolkata, Chennai, Mumbai, and Delhi airports. So the revised prices of aviation turbine fuel for domestic flights will be Rs.68,050.97/kilolitre for Delhi, Rs.69,216.61/kilolitre for Chennai, Rs.67,979.58/kiloliter for Mumbai, and Rs.73,393.55/kiloliter for Kolkata.

      These reductions in the prices of aviation turbine fuel is a result of the recent drop in the global oil prices. As per International Air Transport Association, the costs of jet fuel comprise 34% of the Indian carriers’ operational costs. This is much higher than the global average which stands at 24%.

      The jet fuel in India is supplied at domestic airports by IOC, Hindustan Petroleum Corporation Limited (HPCL), and Bharat Petroleum Corporation Limited (BPCL). These companies revise their fuel prices for both domestic and international flights at the beginning of each month.

      Crude oil prices on a downward spiral for the last few days with inventories in some of the leading markets rising which as a result has brought down the rates.       The rates of diesel were kept unchanged in all the metro cities of the country as of Wednesday. This was an aberration as the prices of petrol have seen regular hikes in the last few weeks. The rates of diesel in Delhi and Chennai were Rs.75.25 and Rs.79.57 respectively. While in Kolkata and Mumbai, consumers had to pay Rs.77.10 and Rs.79.89 for purchasing a litre of diesel. It needs to be mentioned that since July 30, the rates of diesel has seen a steep rise in the prices. This has been accounted to high international rates, fall of rupee against the US dollar, and high excise duty rates in the country. On the global front, the rates of Brent Crude Oil and US West Texas Intermediate (WTI) were $84.86 and $75.24 respectively. The rates witnessed an increase of 6 cents and 1 cent respectively. It needs to be mentioned that the both Brent crude and WTI have risen by around 20 and 17 per cent since mid-August.

      Subsidies on fuels may be extended up to Rs.53,000 crore during the present financial year. As per Moody’s Investors Service, Oil India and ONGC might have to tolerate a major portion of the encumbrance affecting their financial aspects. With increasing crude oil rates, these two companies have to face the mounting risk, which is expected to be shared with the government. Vikas Halan, who is presently serving at Moody, said ‘’If crude oil is priced beyond $60 per barrel for the fiscal year 2018-2019, both ONGC and Oil India may be required to tolerate a portion of the Government of India’s subsidy for crude oil.”
