Step 1: Computation of Cost of Crude Oil

Indian oil marketing companies buy crude oil from foreign oil companies. The cost incurred by Indian oil marketing entities to purchase crude oil is called the cost of crude oil, which also includes freight charges. In order to compute the cost of crude oil per litre, the cost price of crude oil per barrel is divided by 159. One barrel of crude oil is equivalent to 159 litres.

Step 2: Computation of Fuel Cost after Refining

This component of the price structure of diesel includes refinery processing, entry taxes, landing costs, operational expenses along with margins, transportation costs, the profit margin of oil marketing companies and the central excise duty charged by the central government.

Step 3: Computation of Fuel Cost before VAT

Fuel cost before Value-added Tax (VAT) is the sum of the price charged to diesel pump dealers and the commission charged by dealers. The commission charged by dealers is based on the number of diesel outlets in the city and the distance covered from refineries to diesel bunks.

Step 4: Computation of Retail Selling Price

We arrive at the retail selling price of diesel by adding all the aforementioned cost elements and the state VAT imposed on diesel by the government of Uttar Pradesh. As on 4 October 2017, the state VAT levied on diesel by the government of Uttar Pradesh was 20.19%.

Factors Affecting Diesel Costs in Agra

  • Petrol and diesel price drops further on Monday

    For the fifth day in a row, petrol and diesel prices in the national capital, Delhi, have seen in a slight decline. While the petrol price is cut by 30 paise per litre bringing down the litre price to Rs.86.91, diesel price dropped to Rs.74.92, after a 27 paisa cut.

    In the financial capital Mumbai, petrol price has seen the same price reduction at 30 paise per litre, whereas diesel saw a price cut of 28 paise per litre. After the price cut, petrol in Mumbai is retailed at Rs.86.91 per litre and diesel at Rs.78.54 per litre.

    Despite the reduced prices, all the 400 petrol station in Delhi remain closed from 6 a.m. Monday till 5 a.m. Tuesday protesting Aam Aadmi Party’s refusal to reduce VAT on petrol and diesel. The centre has recently cut down the excise duty on Petrol and diesel by Rs.2.50 per litre. It also directed at the state governments to cut the respective VAT rates on Petrol and Diesel.

  • Diesel Costs Rs.70.21 in the National Capital

    Ever since the Oil Marketing Companies (OMCs) in the country adopted the dynamic fuel pricing scheme in mid-June 2017, the prices of diesel have seen constant ups and downs. As of Friday, every litre of diesel in the national and financial capital of the country i.e, Delhi and Mumbai was being sold for Rs.70.21 and Rs.74.54 respectively. The recorded hike in the prices of diesel in both the metros was Rs.0.28 and Rs.0.30 per litre. It is noteworthy to mention here that the rates of petrol and diesel are slightly lower in metro cities and state capitals due to lower sales tax or VAT. The hike in the prices of diesel has been accounted to global fuel prices which have been on the rise of late. It needs to be mentioned here that the fuel prices in the country have been on the rise ever since August 16 after rupee dipped to its lowest value against the US dollar.
