Siliguri is a notable city in West Bengal. The city is growing in terms of commercial undertakings and manufacturing activities, increasing the demand for diesel. The price of diesel in parts of India, including Chennai, Mumbai, Delhi and Kolkata, became expensive since the costs of Brent Crude Oil and other brands of crude oil have accelerated. Moreover, there has been an increase in the commission charged by diesel bunks by Rs.1 per litre.
In Siliguri, Indian Oil Company reported a price of Rs.69.03 per litre for diesel on 7 February 2017 after the daily revision. Almost the same price was observed at Hindustan Petroleum, Bharat Petroleum and Shell Oil. More than 50% of the retail selling price of the fuel is constituted by taxes, which are of two types: the local and the central tax. The Government of West Bengal imposes a tax of Rs.18.47% and the Central Government imposes a tax of Rs.15.33 per litre on diesel as on 3 February 2018.

Diesel is one of the widely used fuel oils in India. Popular for its efficiency and mileage, the petroleum distillate is used to power motor vehicles and equipment installed with diesel engines or compression-ignition engines.
Just like its counterpart petrol, diesel powers many cars, buses, trucks, trains and other commercial equipment such as drilling machines, power generators and other pumping units.
Some of the factors that affect the prices of diesel in India are mentioned below:
Dynamic Fuel Pricing is also called daily revision of Diesel Prices and petrol prices. The move assures that the advantage of even a minute variation in global oil prices may be transmitted to fuel users and dealers.
Revising diesel prices and petrol prices on a daily basis fosters transparency, encourages the automation drive of dealers, and boosts appropriate stock management practices. Fuel users shall be mapped to market rates.
States | VAT on diesel |
West Bengal | 18.47% |
Maharashtra | 25.38% |
Delhi | 17.38% |
Uttar Pradesh | 20.19% |
Madhya Pradesh | 30.24% |
Value-added tax is something that makes the price of diesel vary from city to city. As we can see from the table, the percentage of VAT charged on diesel is comparatively lower in West Bengal.
Dynamic fuel pricing module came into practice in India on 16 June 2017. Since then, Indian Oil Limited, Bharat Petroleum Limited and Hindustan Petroleum Limited in Siliguri are updating the diesel price regularly. Like the earlier fortnightly-based revision, the daily fuel revision is carried out in sync with the exchange rate and the global market price of unrefined oil. Any downs and ups in these two price determinants are transmitted to end fuel consumers.
Today's diesel price in Siliguri can be obtained using any one of the following options:
The following components are added to arrive at the Retail Selling Price Diesel:
The sum of the all the above-said cost factors is the retail selling price of diesel.
Today, we observe fuel rates fluctuating often because of the currency conversion rate, levies and crude oil rates. As on 8 February 2018, the exchange rate of the INR against the USD is Rs.64.30. This currency pair is traded in the Forex market. The currency conversion rate is reliant on global factors, including inflation rates and bank interest rates. Fuel prices are directly affected by the variations in the USD/INR exchange rate, tax components and crude oil rates.
The Goods and Services Tax replaces the earlier indirect taxes to provide a comprehensive taxation system for the country. The GST Council came out with four GST tax rates, which include 5%, 12%, 15% and 28%. All goods and services are presently taxed at these rates. The highest rate is 28% and the lowest rate is 5%. Since diesel is not taxed under the GST system presently, the price of which remains unchanged. The GST Council may bring diesel under the regime of the GST.
