What is a Voter ID for Persons with Disabilities?

A Voter ID is an electoral identity document issued by the ECI to Indian citizens aged 18 or above. Persons with disabilities, including those with reduced mobility or physical function, are recognised as eligible electors and can be registered with their disability information included on the electoral roll.  

PwD voters can have their disability details recorded in the electoral database, allowing polling officials to arrange facilities such as wheelchair access, priority entry, or companion assistance. This ensures that voting remains accessible, inclusive, and dignified for all individuals regardless of physical or cognitive limitations.

Eligibility Criteria for Registration 

To be included in the electoral roll as a person with a disability:

  • You must be an Indian citizen aged 18 or older on the qualifying date, typically 1 January of the year of revision. 
  • You must reside in the constituency where you seek enrolment. 
  • You must not be disqualified by law (e.g. due to a criminal conviction).

How to Apply for a Voter ID 

You can register to vote by using Form 6 and declaring your disability details. There are three primary ways to apply: 

Online Submission

  • Step 1: Visit the National Voters' Service Portal and select Form 6 (New Voter Registration). 
  • Step 2: Enter your personal details, including name, date of birth, and address. 
  • Step 3: Provide disability details, if applicable, to enable accessible voting support. 
  • Step 4: Upload required documents such as a recent photograph, proof of age, and proof of address. 
  • Step 5: Review all information carefully and submit the application. 
  • Step 6: Note the reference number to track your application status online.

Offline at Facilitation Centres

  • Step 1: Visit a voter enrolment centre or the office of the Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO). 
  • Step 2: Collect Form 6, which is available free of cost at the centre. 
  • Step 3: Fill in your personal and address details accurately.

The ECI has developed technology tools to help persons with disabilities:

Polling Station Access & Facilities

  • ECI directs that polling stations and registration centres should be accessible to all electors with disabilities. Additionally, the ECI emphasises voter education campaigns that are accessible and inclusive in format, empowering PwD electors to participate fully.

For certain elections, the ECI has introduced home voting options: 

  • Voters above 85 years and persons with disabilities with a 40 % benchmark disability may request a home voting facility.

  1. What disabilities allow you to register to vote?

    The Election Commission of India recognizes all disabilities covered by the Rights of Persons with Disabilities Act 2016. This includes physical disabilities, visual impairment, hearing impairment, intellectual disability, mental health issues, and multiple disabilities. People who have reduced mobility or limitations because of age or temporary conditions can also register as voters in this category. All these will be listed on the electoral roll so that appropriate support can be given to voters at elections. 

  2. Do I have to pay a fee to register for a voter ID?

    No one has to pay a fee to register as a voter, whether you do it online, at an office, or by mail. The registering process is free to all Indian citizens, including people with disabilities, so that there is no financial barrier to exercising your voting rights. 

  3. Will I receive assistance at a polling place?

    Yes. Voters with disabilities can take someone with them to assist with casting their vote and there is a priority entry into the polling place, which reduces waiting time. The Election Commission of India requires that polling staff assist with communication, direct voters to the voting booth, and provide any other support, including helping the voter use an electronic voting machine (EVM), if needed. 

  4. What if my mobility is limited, stopping me from going to the polling location?

    People with mobility issues and certain disabilities may be eligible for home voting provided by Election Commission of India (ECI). Home voting is available for Persons With Disabilities (PWD) that have at least 40% disability, as well for anyone who is older than 80 years old. Election officials will come to your residence to assist you in casting our ballot and to ensure that mobility barriers will not prevent you from voting.
