    The transport department of Madhya Pradesh has been a pioneer in incorporating Information Technology in the services they provide to citizens. The department was computerised 10 years ago and it has been issuing Smart Card Based Driving Licenses to citizens. The Registration Certificate provided by MP transport department is also smart card based. All the processes of the department are going digital, and currently citizens are provided information through SMS and the internet from the E-Sewa portal.

    MP Vehicle Registration Details:

    According to Chapter IV of the Motor Vehicle Act, 1988, it is mandatory for all vehicles to be registered at a Regional Transport Office (RTO). The services offered by the MP transport department include the following:

    1. Permanent registration
    2. Temporary registration
    3. Renewal of registration certificate (RC)
    4. Issue of duplicate registration certificate
    5. Residence change update
    6. Termination of hire-purchase agreement
    7. Endorsement of hire-purchase agreement

    Documents Required To Get A Temporary Rc From MP Transport Department:

    The documents that are needed to apply for a temporary registration certificate from the MP transport department are as follows:

    • Form 21, i.e., the sale certificate
    • Form 22, i.e., the road worthiness certificate from the manufacturer
    • Valid insurance certificate
    • Pollution Under Control (PUC) certificate
    • Address proof, such as the electricity bill, ration card, etc.
    • If it is an ex-army vehicle, the original sale certificate (Form 21) should be procured from the authorities.
    • If it is an imported vehicle, the customs clearance certificate should be produced.

    The fee that is charged for temporary registration of a vehicle is Rs.50 as per Rule 42(10) of the Madhya Pradesh Motor Vehicles Rules, 1989. The prescribed tax according to the Madhya Pradesh Motor Vehicles Taxation Act should be paid as well.

    Documents Required To Get A Permanent Rc From MP Transport Department:

    The certificate of registration is valid throughout the country and is issued for 15 years for all private vehicles. In the case of transport vehicles the RC is issued for 2 years, following which the vehicle owner will have to obtain a fitness certificate annually from the MP RTO.

    A request should be submitted to the MP RTO for the permanent registration of a vehicle within 7 days from the date of delivery of the car. The documents that will have to be furnished to get a permanent registration certificate are as follows:

    • Form 20, i.e., application for registration of a motor vehicle
    • Form 21, i.e., sale certificate
    • Form 22, i.e., road worthiness certificate from the auto manufacturer
    • Valid insurance certificate - attested copy
    • Pollution Under Control (PUC) certificate
    • Address proof, such as the electricity bill, ration card, etc. - attested copy
    • If it is an ex-army vehicle, the original sale certificate (Form 21) should be procured from the authorities.
    • If it is an imported vehicle, the customs clearance certificate should be produced.
    • Form 34 signed by the applicant and the financier, in case the vehicle purchase is through a loan
    • PAN Card/Form 60 and Form 61
    • Manufacturer’s invoice in original

    The fee required for registration of the car and MP transport tax should also be paid at the MP RTO.

    Once the application is received by the MP transport department, the registration mark will be assigned. The registration number assigned will be in serial order after the last assigned registration mark.

    In case the applicant has requested for a fancy number registration, the process is slightly different. The registering authority will assign a registration number according to the applicant’s choice through an open auction. There are registration numbers that are set aside for such auctions. The highest successful bidder will be provided the registration number after he/she pays the required fee. The MP transport department assigns unutilised registration numbers to vehicles owned by the state government without levying any fees.

    Renewal Of Registration Certificate:

    Within 60 days of expiry of the registration certificate, an application should be submitted for its renewal. Form 25 needs to be submitted to request for the renewal of RC. A fee also needs to be paid to the registering authority. The original registration certificate, the valid insurance certificate of the car, and the PUC certificate should be submitted for this purpose.

    Duplicate Registration Certificate:

    A car owner can request for a duplicate registration certificate in Form 26. If the previous RC was lost, the FIR filed at the police station should be submitted. In case the original registration certificate was damaged, it should be furnished along with the application form.

    MP Transport Department - Transfer Of Ownership:

    The application for ownership transfer of a vehicle should be made through Form 29 and Form 30. In case the purchase of the vehicle was financed through a loan, the lender’s signature should be included in the application. The appropriate fee for the ownership transfer should also be paid. The documents required for the procedure are as follows:

    • Registration certificate
    • Certificate of motor insurance, attested copy
    • No Objection Certificate from the previous RTO, if the vehicle is being transferred between states
    • No Objection Certificate from the lender, if the vehicle purchase is financed through a loan
    • Pollution Under Control certificate, attested copy
    • Address proof of the buyer of the vehicle, attested copy
    • The original purchase invoice of the vehicle
    • PAN Card/Form 60 and Form 61, attested copy

    The application for the No Objection Certificate can be made to the original RTO through Form 28 (3 copies). The original registration certificate should be enclosed along with the application. The address proof of the applicant is also needed.

    Obtaining RC Through The Dealership:

    In the case of private vehicles, the dealership from where the purchase was made can be the point where the aforementioned application is made. The dealer will enroll the vehicle through the Online Dealer Point Registration Process. The payment of fees and tax can be done instantly and the registration number is provided immediately. The dealership will then submit all the documents to the MP RTO for the approval process. The Registration smart card will be printed after the approval and sent to the applicant at his/her postal address.

    Updating RC After Change Of Address:

    After a change of address, the registration certificate should be updated with the new address. The documents required for the same are as follows:

    • Original RC
    • Updated Form 33
    • Valid vehicle insurance policy, attested
    • Address proof of the car owner, attested copy
    • PUC certificate, attested copy
    • Registration fee
    • PAN Card/Form 60 and Form 61, attested copy
    • In case the vehicle is financed through a loan, an NOC is required from the financing bank

    The e-Sewa portal helps the user take an appointment for driving license test. It also enables users to pay MP transport tax and assess the tax deficiency. The user can also get a timetable for buses in MP.
