This is a centrally sponsored scheme which offers funds to states in the form of grants. All the states and Union territories in India are eligible for financial assistance under the Rashtriya Krishi Vikas Yojana, subject to them utilising this amount for the improvement and development of agriculture in their state.

A particular state should ensure that it spends a proportionate amount on agriculture and agriculture related sectors, with special attention paid to the needs of marginalised farmers. A detailed plan should be prepared by the Department of Agriculture, highlighting the intended use of funds for a particular period.

A particular state can then pass on this amount to farmers or communities engaged directly in agricultural activities.
