  • Digital Locker Scheme

    The Government of India launched the Digital Locker Scheme in February 2015. DIgital Locker Scheme can be used by Indian residents to save their important documents. It acts as a personal electronic space for saving documents. Whether you are looking for a safe place to save your Aadhar card or preserve your marriage certificate, you can do so using Digital Locker Scheme. Retrieving lost documents can be a very hectic process. With the Digital Locker Scheme, you do not have to worry about losing documents. DigiLocker facility is one of the key initiatives introduced under the Digital India Programme. Digital India campaign was launched by the Government of India by Prime Minister Narendra Modi on 1st July, 2015.

    Features of Digital Locker Scheme

    Safety of documents: Losing important documents is troublesome, so is saving your documents in a non-secure place. DigiLocker provides secure access to all your documents as it uses authenticity services provided by Aadhar.

    Less paperwork: DigiLocker reduces or eliminates the need for paperwork and brings down the manual labour that goes into sorting out documents received in government agencies.

    Less administrative work and cost: Government agencies are loaded with documents. Lot of resources like files, paper, storage area, and manpower is required to safeguard these documents. Administrative costs are really high in government sector. If the administrative work is reduced it directly reduces the administrative costs incurred by the government.

    Who can use DigiLocker?

    Individuals, firms, corporate companies, government agencies, and other institutions can benefit from DigiLocker facility. There are three major key stakeholders that benefit from this system. They are citizens, issuers, and requesters.

    • Citizens can use DigiLocker facility to store and access their documents anytime, anywhere. They can save documents like PAN card, Aadhar card, university marksheet, passport, etc. Citizens can also receive documents on DigiLocker. Any registered issuer on DigiLocker platform can send documents to a registered DigiLocker user. The received documents are received are stored in a central repository and citizens can share their documents using the URL link.
    • Issuers are another key stakeholder of DigiLocker facility. Issuers can issue e-documents to citizens instead of printing them using this facility. Going forward, CBSE results will be issued on DigiLocker.
    • Requestors also benefit from DigiLocker Scheme. Any government departments that are offering some sort of services to citizens can request for the citizen’s documents in order to process any request.

    Structure of digital locker scheme

    Once a user registers for DigiLocker facility, they will get access to a secure electronic storage area. This storage space has the following sections:

    My certificates: This space has all the documents of the registered user. All the documents received and sent are saved here. My Certificates category is divided into two sections, namely Digital Documents and Uploaded Documents. While Digital Documents section contains the URL’s of the documents received by a user from government departments and other agencies, Uploaded Documents gathers all the documents that are uploaded by the user. Customers can upload a file which is not more than 10MB in size.

    My Profile: This section shows the complete profile of the user. The profile is gathered from the UIDAI database.

    My Issuer: This section of DigiLocker lists all the issuers who have issued documents to to user. It also lists the number of documents issued by the user to the issuer.

    Directories: This section of DigiLocker account displays all the registered issuers and requestors under this scheme. Users can take a look at this list to while availing any services from government agencies.

    My Requestor: This space displays all the requestor’s names and the number of documents requested and received by the user.

    How it works?

    Users will have to sign up with their mobile phone number and sync the DigiLocker account with their Aadhaar. Once this step is done, they can upload documents and e-sign them. Once the customer has e-signed all the documents, they can start sharing it.

    How to get a DigiLocker account?

    You can get a DigiLocker account with just your mobile number. Users should download the DigiLocker app from Google Play Store and register themselves using their phone number. The phone number will be authenticated by sending a OTP. Users will then be asked to select a username and password for their DigiLocker account. Once the account is created, users can sync it to their Aadhaar card to avail additional information.

    How safe is DigiLocker?

    When it comes to sharing documents, we all are a little skeptical. Documents are very confidential and should be kept safe and secure. DigiLocker has implemented many safety measures to make sure your account is safe. Some of the safety features of DigiLocker are:

    • ICICI Bank enables DigiLocker with Netbanking

      ICICI Bank has taken the step to integrate its retail internet banking with DigiLocker. The DigiLocker is was introduced by the Ministry of Electronics and Information Technology to facilitate the storage, issuance and verification of digital documents and certificates on the cloud. The integration will enable all ICICI Bank customers who hold a savings account to register and access the DigiLocker, provided they have seeded their Aadhaar number. To access the DigiLocker, one needs to access their online banking account. This service is offered free of cost. Customers will benefit from digital signatures, lesser paper documentation, reduced carbon footprint, and easier authentication of documents.

    • Kotak Bank Gives Access To E-docs In DigiLocker

      Good news for all Kotak Mahindra Bank customers. Kotak Mahindra Bank has made a provision for their customers to access the Digital Locker facility which was introduced by the Indian Government through their netbanking application. Customers can access their government provided documents like driving license, vehicle registration, and property documents by loggin to the DigiLocker facility. Deepak Sharma, Chief Digital Officer of Mahindra Bank stated that can not only access their documents using the DigiLocker facility but can also e-sign the documents and forward it to whoever he/she wants. This is a great initiative by the bank.

    • Licenses to private players and government agencies for operating digital lockers

      The Ministry of Electronics and Information Technology has started giving licenses to private players and government agencies for operation of digital lockers. These lockers can be used to store documents received from government bodies. Until now, only government-operated digital lockers were available for storing this kind of information, where people could use Aadhaar identification to log in. In the latest move, the centre has now allowed privately-operated digital lockers. The applicant company should have a minimum paid-up capital of Rs.5 crore as well as a net worth of at least Rs.50 crore. Also, equity stakes of foreign companies, FIIS, and NRIs should not cross 49% of its total capital. Centres can apply for licenses to the Digital Locker Authority, after which they are checked for quality and certified. The applicant’s infrastructure is audited before issuing the license. These digital lockers will provide many services such as a Digital Locker Portal which will allow its users to sign-up and let them access the documents using their references.

    • DigiLocker facility launched by Kotak Mahindra Bank

      Kotak Mahindra Bank (KMB) has launched a DigiLocker facility to eliminate the use of physical documents when the need arises. Records like Aadhaar-linked documents can be fetched easily from the DigiLocker facility removing the need to carry physical copies or originals. Customers who have availed this facility will only have to provide a valid Aadhaar number to use the DigiLocker facility. Customers are provided with a 1GB storage capacity where they can upload scanned copies of important documents like driving license, school certificates, Voter ID, etc. DigiLocker is targeting the paperless route which most corporate companies are heading towards as well. DigiLocker facility provides its customers the convenience of accessing and uploading important documents onto a single platform. KMB has already provided this facility for Net Banking purposes and will soon extend its facilities to Mobile Banking apart from other digital platforms.

    • Bihar fails to keep up in implementing the DiGiLocker service

      Bihar currently ranks 17th among the states and union territories in India, with respect to the opening of digital lockers. Only 55,733 digital lockers have been opened in Bihar during the past two years, much lesser than the neighbouring states of West Bengal, Jharkhand, and Uttar Pradesh.

      The digital locker service is part of the Prime Minister’s Digital India campaign, wherein an online storage space will be given to customers for maintaining the digital version of their documents such as passport, PAN card, educational mark-sheets, etc. Uttar Pradesh tops the list of states having adopted the DiGiLocker service, with 2,02,477 people holding digital lockers till date.

      Within Bihar, Patna has the maximum number of people who have enrolled into the scheme. IT Department officials mentioned that the poor status of the digital locker adoption in Bihar is due to the dismal condition of Aadhaar coverage in the state. Low internet penetration is also considered to be another reason for the poor figures.
