1. Holistic Education Approach: This scheme covers all age groups and classes from pre-primary up to Class 12, ensuring inclusive and equitable education for all. This approach fosters a positive environment for learning and aids in student’s overall development. 

1. Reforms in Administration: This scheme ensures that there is a single administrative structure, and it is unified to ensure harmonised implementation of the scheme. 

1. Emphasis on Quality of Education: The major focus of this scheme is on improving the quality of education by training teachers and introducing technology. Even Institutions like SCERTs (State Councils of Educational Research and Training) and DIETs (District Institutes of Education and Training) are being upgraded to prepare new teachers and provide continuous training to those already in the system. Moreover, through this scheme SCERT will be treated as the nodal institution for training teachers in each state. 

1. Support to Rashtriya Avishkar Abhiyan: To encourage problem-solving skills and curiosity amongst children, the Samagra Shiksha Scheme supports the Rashtriya Avishkar Abhiyan, which focuses on improving the teaching and learning of Science and Mathematics in schools.

Strengthening Foundations: With the aim of building strong foundational years, this scheme supports ‘Padhe Bharat Badhe Bharat’, a program designed to ensure that children in the early grades develop basic reading, writing, and math skills. Moreover, this scheme also provides library grants to various schools ranging from Rs.5,000 to Rs.20,000, depending on the size of the school. This helps schools build or upgrade their libraries so that children have access to good books and develop a habit of reading. 

1. Promotes Digital Education: The Samagra Shiksha scheme strongly promotes inclusion of technology in teaching methods. To achieve this the government aims to equip all secondary schools with digital boards within a duration of five years. This move will ensure an interactive space for students where they don’t just listen but also actively engage in the lessons. Moreover, this scheme also plans to strengthen government-run platforms like UDISE+ (Unified District Information System for Education) and Shagun (School Education Portal) to monitor school performance and suggest improvements. 

1. Improving School Infrastructure: This scheme aims at ensuring every child reaches school. To achieve this, the government is improving transport facilities are being for students of Classes I to VIII. The Composite School Grant has also been raised to Rs.25,000 to Rs.1,00,000 and is now directly linked to the number of students enrolled. Moreover, through this scheme, every school will be receiving an annual grant to take care of small but important needs like maintenance, repairs, and basic facilities. 

1. Emphasis on Promoting Girl Education: Under this scheme, schools will provide self-defence training to girls, to make them feel safer and more confident. Kasturba Gandhi Balika Vidylayas are special residential schools for girls from less favourable backgrounds, especially in rural, tribal, and educationally backward areas. Earlier, these schools provided education to girls only up to Class 8. Now, under Samagra Shiksha, they are now being upgraded to Class 12, to reduce the drop-out rate. Moreover, this scheme strongly supports the government’s flagship program ‘Beti Bacho, Beti Padhao’. 

1. Inclusive Education: Providing inclusive and equitable education is one of the core objectives of this scheme. To achieve this, students are provided free uniforms under the RTE Act, and financial support for this has been increased from 400 rupees to 600 rupees per child per year. To ensure inclusion, children with special needs are provided additional financial support up to Rs.3,500. Moreover, girls with special needs, from Class 1 to Class 12, are given a monthly stipend of 200 rupees.

The focus will be on making this training more practical and connected with industry needs. This effort is in line with the broader mission of "Kaushal Vikas," which is about building a skilled India and preparing youth for the workforce. 

1. Emphasis on Physical Education: To ensure overall development of the student, physical education is equally important as academics. To support this, every school will be provided funds to purchase sports equipment. Primary schools will get 5,000 rupees, upper primary schools will get 10,000 rupees, and secondary and senior secondary schools will receive up to 25,000 rupees. 

1. Focus on Regional Balance: Another important objective of this scheme is to ensure equitable education, which means, reduce inequality in education across different parts of the country. There are some regions that are economically weaker or remote. To achieve its goal of equitable education, the scheme gives preference and special attention to such regions. 

Coverage of Samagra Shiksha Scheme

The Samagra Shiksha scheme covers over 1.16 million school, around 156 million students and approximately 5.7 million teachers of both government and aided schools. This scheme promotes quality, equitable and inclusive education by involving all stakeholders of the school ecosystem like teachers, parents, students, community, committee, etc.
