NIJASHREE Housing Scheme - West Bengal Housing Board Scheme

To cater to the housing needs of the families belonging to the Lower Income Group (LIG) and Middle Income Group (MIG), the West Bengal Housing Board has launched the NIJASHREE Housing scheme. Under this initiative, the beneficiaries will receive housing at affordable rates and credit-linked subsidies. 

What is the NIJASHREE Housing Scheme?

The Housing Department of West Bengal has rolled out the NIJASHREE Housing Scheme to provide affordable homes (“Basa”) for families in the LIG and MIG categories. Under this initiative, the government is offering land free of cost and funding the development of essential infrastructure, including internal roads, boundary walls, external electrification, drainage systems, and campus lighting. 

Features of NIJASHREE Housing Scheme

The key features of NIJASHREE Housing scheme of West Bengal Housing Board scheme are listed below: 

  1. Construction of at least 16 flats per block in G + 3 buildings on government or local body or parastatal land. 
  1. For LIC and MIG families, 1BHK flats (minimum 35.15 sq. m / 378 sq. ft.) and 2BHK flats (minimum 50.96 sq. m / 559 sq. ft.) will be built, respectively. 
  1. The unit cost will be based on the actual construction cost of the superstructure, substructure, and internal infrastructure (including plumbing, sanitation, and electrification). 
  1. Land cost will not be included in the unit cost. 
  1. The freehold land will be treated as a government subsidy to beneficiaries. 
  1. The unit cost and standard area may vary depending on location, available land, development cost, and applicable schedule of rates at the time of construction. 
  1. Off-site infrastructure such as internal roads, boundary walls, drainage, campus lighting, external electrification, and water supply will be funded separately by the government. 
  1. Eligible beneficiaries will be provided with credit-linked subsidies through the Housing Department under existing government schemes.

Documents Required

The applicants need to submit the below-mentioned list of documents to apply for NIJASHREE Housing scheme: 

  1. Details of bank account 
  1. Passport sized photograph of the applicant 
  1. Copy of PAN, Aadhaar, ration card, and Voter ID 
  1. Original income certificate 
  1. Declaration or original affidavit 
  1. Address proof, such as copy of passbook, telephone bill, electricity bill, etc. 

Note: Income certificate should be issued either by SDO (Sub-Divisional Officer) or BDO (Block Development Officer), employer, or any other competent authority. 

How to Apply for NIJASHREE Housing Scheme?

Applicants can apply for NIJASHREE Housing scheme through offline procedure and the steps to do so are mentioned below: 

Step 1: To obtain the sample application form and soft copy of the brochure, visit the: 

  1. Official website of the West Bengal Housing Board, or  
  1. The concerned District Magistrate or Sub-Divisional Officer's office 

Step 2: Visit the nationalised bank or other banks to obtain an original application form with printed serial number. 

Step 3: Submit the duly filled-up application, application fee, and required documents to the branch bank from where the application was obtained. 

Step 4: One joint applicant, either a spouse or dependent parent of the first person, can apply for each application. 

Step 5: Make the application fee payment. 

Step 6: No processing fee will be charged from the beneficiary. 

Step 7: the installment payment from the beneficiary will be credited to the Escrow Account. 

Step 8: After receiving confirmed bookings of at least 80% of the total flats in the approved scheme project/block of 1 BHK or 2 BHK, the execution of the scheme can be processed. 

Step 9: The application or allotment will be canceled if any document is false, and the application fee may be forfeited by the authority. 

Step 10: In case of delay in installment payment against the allotted flat, an interest of 8% per annum will be charged for the delayed period on the delayed amount. 

Step 11: After payment of the first or second installment, if the allottee wants to surrender the allotment, then the paid amount will be refunded after deducting 5% of the paid amount. 

Step 12: If the Housing Department fails to hand over the allotted flat within the agreed timeframe, it will pay the allottee 8% annual interest on the deposited amount for the delay period, in accordance with the West Bengal Housing Industry Regulation Act, 2017. 

Note:  

  1. The Escrow Account is to be opened by the Housing Department for each project. 
  1. If a project receives less than 80% bookings or applications, it will be deemed immature, and all applicants will receive a refund of their application money within 30 days of issuance of the decision. 
  1. The District Magistrate shall cancel the allotment if the installment payment against the flat is delayed for a period of more than six months. 
  1. Surrendering the flat is not allowed after payment of the third installment. 
  1. The refund will be credited to the bank account of the applicant as mentioned in the application form. 
  1. The project completion date and flat handover schedule will be communicated at the time of issuing the allotment letter. 

Application Fee

The application cost under NIJASHREE Housing scheme is mentioned below: 

  1. 1BHK: Rs.2,500 
  1. 2BHK: Rs.25,000 

Note: The application fee will be adjusted with the unit cost and is refunded for unsuccessful applications within 30 days after issuance of the allotment of the letter.
