The Basava Vasati Yojana (BVY) is a housing scheme offered by the Government of Karnataka for Economically Weaker Sections (EWS) to provide affordable housing. 

The target group for this initiative is families who belong to marginalised communities and do not own a house. The implementation of this program is done through Rajiv Gandhi Rural Housing Corporation Limited (RGRHCL), which is responsible for planning and implementation. 

Objectives of the Basava Vasati Yojana Scheme

The Basava Vasati Yojana seeks to meet the housing requirements of individuals belowing to economically weak sections of Karnataka by making a provision of safe, permanent shelter and homes for individuals/families who are unable to afford to build a house due to their economic situation.  

The main objective of this Scheme is to promote both economic stability and social stability for those living under the poverty line in Karnataka. The objectives of this program include: 

  1. To provide affordable and permanent housing to all economically weak members of society, including those individuals/families below the poverty line. 
  1. To assist in the social and economic development of economically weaker sections (EWS) by providing them housing that is stable, secure, and adds to their overall standard of living, including the development of health and safety, and the development of the social well-being of individuals and families. 
  1. To aid the beneficiaries by providing financial assistance for the construction of a pucca house, to decrease the financial burden that many low-income families would otherwise have to fulfil.

The Basava Vasati Yojana offers many benefits to qualified beneficiaries throughout Karnataka. The State Government provides financial assistance to build homes to families under the poverty line so that they can live in safe and affordable housing.  

Some of the main benefits of the scheme are listed below: 

  1. Provides permanent housing to families who are homeless: The most important benefit of the Basava Vasati Yojana is that it provides permanent housing to qualified homeless families who belong to the below poverty line (BPL) and the economically weaker section of society. By providing access to a pucca house, the scheme creates safety, security, stability, and dignity that can create a foundation for social and economic improvement. 
  1. Financial assistance: The beneficiaries will be provided with financial help so they can afford housing. This makes home ownership possible for families that otherwise would not be able to afford to buy or build a house, reducing future financial burden. 
  1. Eligibility Criteria for Basava Vasati Yojana 

Before applicants from Karnataka are considered for this scheme, they must meet the following eligibility criteria to qualify for the Rajiv Gandhi Rural Housing Corporation Limited Scheme: 

  1. Proof of Permanent Residency in Karnataka: To be eligible for this scheme, applicants must demonstrate that they are permanent residents of Karnataka. Applicants must submit proof of residency.

Beneficiaries Selection Process for the Basava Vasati Yojana 

The process of selecting beneficiaries for the Basava Vasati Yojana is structured, transparent, and fair. This process was created to provide assistance to the most deserving applicants. The steps in the selection process are outlined below: 

  1. Step 1: Meeting eligibility criteria and application submission 

The application must meet all the Basava Vasati Yojana's eligibility requirements, and then an applicant must submit that application via the Rajiv Gandhi Rural Housing Corporation Limited's (RGRHCL) official portal. 

  1.  Step 2: Initial review of applications 

Once the application submission period has closed, local government entities examine all of the submitted applications to determine if applicants meet the basic eligibility requirements for the Basava Vasati Yojana, including income, residence, and ownership of a home. 

  1.  Step 3: Final evaluation by local authorities 

Once a candidate's application passes the initial review, it will then be forwarded to the local governing entities (e.g., a Gram Panchayat or the relevant Member of the Legislative Assembly [MLA]) for final evaluation. During the evaluation process, the local governing entities will use pre-established guidelines, as well as their knowledge of the applicant's housing needs and community priorities, to make their selection. 

  1. Step 4: Ensuring transparency through a lottery system 

In order to ensure transparency and to remove any potential for bias, favoritism, or political influence, a lottery selection method will be used under the supervision of the Block Development Officer (BDO). The use of a randomised selection process guarantees fairness in the ultimate beneficiary selection process. Note: Selection can be done by the local authorities based on eligibility and priority lists in certain areas. 

  1. Step 5: Publication of the beneficiary list and monitoring 

As a result of the beneficiary listing and monitoring process, RGRHCL will provide a publication of the various beneficiary lists immediately after the completion of the final selections. Throughout the course of construction, beneficiaries must provide updates regarding their progress. Once updated, the funds may be released according to the time frame outlined within the guidelines of the scheme. 

Beneficiaries of Basava Vasati Yojana 

Under the Basava Vasati Yojana scheme, only those households belonging to the Below Poverty Line (BPL) and Economically Weaker Sections (EWS) are eligible to be beneficiaries. These beneficiaries should also not have the resources to purchase or build a home. 

The Basava Vasati Yojana scheme targets only residents of Karnataka. Individuals who are not permanent residents of Karnataka will not be eligible. The eligibility criteria set forth by the state of Karnataka for the purposes of the Basava Vasati Yojana includes the following categories of assistance:  

  • Assistance is provided to individuals who cannot afford to build or purchase a house.

You will want to access the RGRHCL website. 

  1. Step 2: Click on the Reports menu 

Once logged into the homepage, select ‘Reports’ from the main menu.

The Grant Release Report is located among the other reports in the list. Click on it.

  • Who manages the Basava Vasati Yojana?

    The Basava Vasati Yojana is managed and implemented by the Rajiv Gandhi Rural Housing Corporation Limited (RGRHCL), which was created by the State of Karnataka in 2000 to develop and implement housing projects in an orderly manner. 

  • Can people who live in other states, like Telangana, apply for the Basava Vasati Yojana?

    No. The Basava Vasati Yojana only gives benefits to socially and economically disadvantaged persons from Karnataka. Residents from other states do not qualify for the program.
