Sneha Sparsh Scheme

The Sneha Sparsha Healthcare Scheme for Children is conducted under the aegis of the Government of Assam's Department of Health and Family Welfare. It is implemented by the National Health Mission, Assam, and was launched in the year 2013. The target demographic for the scheme is children below the age of 12 years in the state.

Objectives 

Sneha Sparsha, meaning ''The Touch of Love'' bears the expenditure of treatments such as cochlear implants, liver transplant, kidney transplant, and thalassemia that requires bone marrow transplant. 

Eligibility 

The following are the eligibility criteria for the Sneha Sparsha programme: 

  1. Priority is given to families which are Below Poverty Line (BPL) 
  2. Annual income of family should be below Rs.2.5 lakh 

In order to prove income, an income certificate is to be provided by an authority notified by the government such as: 

  1. Circle Officer 
  1. Sub-divisional circle officer 
  2. Block Development Officer 
  3. Deputy Commissioner 

Procedures Permitted and Eligible Amount 

These are the procedures for which financial assistance can be availed under the scheme as well as the maximum amount that is provided:

For Below Poverty Line (BPL) beneficiaries: Up to Rs.16 lakh  For Above Poverty Line (APL) beneficiaries: Up to Rs.10 lakh

BPL beneficiaries: Up to Rs.3 lakh  APL beneficiaries: Up to Rs.2 lakh 

Cochlear implant 

BPL beneficiaries: Up to Rs.5.35 lakh  APL beneficiaries: Up to Rs.3 lakh 

Specialised eye surgery 

Up to Rs.15,000 

Blood cancer 

Up to Rs.1 lakh 

Tumors 

For chemotherapy and radiation: Up to Rs.25,000  For surgical treatment: Up to Rs.50,000 

Thalassemia (who cannot take bone marrow transplant and need blood transfusion, splenectomy, and medicines) 

Up to Rs.1 lakh 

Neurological anomalies (spina bifida, hydrocephalus, etc) 

Up to Rs.50,000 (for investigations, surgery, and rehabilitation) 

Artificial limb

For cosmetic limb: Up to Rs.1 lakh  For motorised artificial limb: Up to Rs.2.50 lakh

Sneha Sparsha Treatment Facilities 

The following treatments are eligible for treatment and referrals outside Assam while treatment for the rest will be provided in the medical college hospitals and other hospitals inside the state: 

  • Bone marrow transplant 
  • Cochlear transplant 
  • Liver transplant 
  • Kidney transplant 
  • Artificial limb 

Referrals are provided to designated hospitals outside Assam. 

Treatments under the Snehah Sparsha scheme will be carried out the following facilities: 

  • Medical college hospitals in the state of Assam 
  • Other hospitals in the state of Assam 
  • Designated health institutions outside the state of Assam 

Financial Assistance 

Financial assistance or reimbursement of expenses, as required, will be provided for the treatments listed to the beneficiaries of this scheme. This will be provided whether they are treated in medical colleges or other hospitals in the state of Assam or are referred to designated hospitals for super-specialty treatments outside the state of Assam.
