National Health ID System

Prime Minister Narendra Modi's announcement of the availability of a national Health ID for every Indian is probably India's first step towards Universal Health Coverage. Henceforth, all information regarding an individual's health will be stored in the national Health ID.

Any patient that wishes to maintain all their records digitally must create a Health ID. The Health ID will be linked to the National Health Digital Mission (NDHM), whose roots lie in the Niti Aayog plan to come up with a mechanism that'll help identify every National Health Stack user. The scheme was unveiled by the Prime Minister Narendra Modi on 15 August 2020. 

What is the National Health Digital Mission?

The National Digital Health Mission (NDHM) has been designed to create a centralised and healthcare ecosystem where every Indian citizen will have unique Health IDs. Health records will be maintained digitally with identifiers for doctors and health facilities. This mission aims to bring efficiency and transparency to the Indian healthcare system.   

  1. Under the NDHM, every Indian citizen will get a Health ID (similar to an Aadhaar Card) to store all their medical records. 
  2. Drugs that were taken, type of treatment, diseases, and doctor visits will be stored as well. 
  3. The ID will be unique for every individual. 
  4. The ID will be essential for any treatment. 
  5. Several digital health systems will be integrated in order to set up an ecosystem that can combine all current health information systems. 

What is Health ID?

Every Indian will have a unique Health ID that will digitally store and maintain a patient's health records, including medical data, prescriptions, and diagnostic reports, among others. Here are some pointers regarding the objectives of a Health ID: 

  1. The Health ID can be created using the mobile application. 
  2. The Health ID can be created by patients so that their medical data can be shared with doctors and hospitals digitally. 
  3. The documents that must be shared can be selected by the patient. 
  4. In case individuals wish to avail government schemes, they must link the Health ID with the Aadhaar. 
  5. The Health ID can be created by providing basic details and the Aadhaar number or mobile number. 
  6. One copy of the patient's records is stored in the individual's locker and another copy is stored in the doctor's files.

The various healthcare providers that are expected to participate in the national Health ID system are mentioned below: 

  1. Telemedicine firms 
  2. Online pharmacies 
  3. Insurance companies 
  4. Laboratories 
  5. Hospitals 

What are the Main Objectives of the NDHM?

  1. The main objective of the mission is to provide universal health coverage that is citizen-centric. 
  2. To provide quality healthcare. 
  3. Better and easier accessibility of medical records. 
  4. To set up the NDHM. 
  5. The NDHM will look to establish and manage the digital health data. 
  6. To create a system that can be easily accessed by service providers and citizens. 
  7. The different building blocks of the blueprint are Health Master Directories & Registries and Personal Health Identifier (PHI). 

The introduction of the Health ID will look to reduce the number of medical errors and improve the quality of treatment. Apart from easy access to medical data, linking the Aadhaar and the Heath ID can help in availing various government schemes as well.
