When you are selling your property, the prospective buyer may ask you for mutation records. So, what is it exactly, and why it is important?
Mutation of a property, also known as "Dakhil Kharij" in Hindi, can be best described as the transfer or change of title ownership of a property at the time of buying or selling. For instance, if you are buying a property from a seller, by mutating the property, your name gets recorded in the land revenue department records.
With the title ownership being transferred, it makes it easier for the government to charge property tax to the rightful person, which in this case is you.
The application process varies from state to state. For the purpose of illustration, let's see the mutation application process that's followed in the state of West Bengal.
Offline Application
Step 1: Go to the sub registrar's office and complete the registration process that's required for mutation
Step 2: Request for the land mutation application form and fill in the required fields as per the given format. Here's what the application form looks like. Alternatively, you can download the same from the West Bengal government's "Land & Land Reforms and Refugee Relief and Rehabilitation Department" website.
Step 3: After filling in the form with appropriate details, attach all the required documents (more on this later).
Step 4: Submit the application form along with the documents to the concerned officer.
Step 5: Upon submission, you will receive a transaction ID on your registered mobile number. Note down the transaction ID for future reference.
Step 6: Your request for a Mutation certificate will be forwarded to the concerned authority.
Step 7: Physical verification and property measurement will be carried out based on the Registered Deed to see if there are any property-related disputes.
Step 8: Upon verification, the concerned authority will sanction the mutation certificate.

The mutation fee varies from state to state. For instance, the West Bengal government has recently waived mutation fees related to property ownership via inheritance. Here are some other fees and charges associated with a mutation of property in West Bengal.
Once your verification is done, including property measurement, your mutation request will be processed. Upon successful verification, the Government Officer will issue the mutation document. After the completion of the process, your name will be recorded as the rightful owner of the property. The property details will also be updated accordingly.
