Shramev Jayate Yojana is a transformative initiative launched by Prime Minister Narendra Modi on 16 October 2014 to strengthen the nation’s industrial ecosystem by empowering the workforce through skill development, transparency, and labour welfare. It is also known as the Pandit Deendayal Upadhyay Shramev Jayate Karyakram. The scheme is implemented by the Ministry of Labour and Employment. 

The aim of the scheme is to bring labour reforms, promote ease of doing business, and ensure the dignity and security of workers. It integrates various related initiatives such as the Unified Labour Identification Number (LIN), Shram Suvidha Portal, Random Inspection Scheme, and Apprenticeship Training. This scheme is designed to align with the vision of “Skilled India, Strong India,” and to support the “Make in India” campaign.

Objectives of Shramev Jayate Yojana

The Shramev Jayate Yojana is an important step towards safeguarding the interests and welfare of Indian labourers. The key objectives of the scheme include: 

  1. To reform the labour laws and processes and create a more transparent and worker-friendly environment. 
  1. To issue the Universal Account Numbers (UAN) to around 4.17 crore employees which will act as a permanent identification number linking all their Provident Fund (PF) accounts across different employments throughout their career. 
  1. To raise the wage ceilings and pension benefits improving the financial security of workers nationwide. 
  1. To obtain a Labour Identification Number (LIN) through the Shram Suvidha Portal. 
  1. To introduce the Shram Suvidha Portal, which will make it easy for workers to manage their own employment records and benefits. 
  1. To promote the “Make in India” initiative by enhancing industrial competitiveness. 

Important Initiatives Under the Shramev Jayate Yojana

The five key initiatives under this Yojana are outlined below: 

  • Shram Suvidha Portal: The portal issues a Labour Identification Number (LIN) and helps in online registration.  Inspectors are expected to upload inspection documents and reports within 72 hours on the portal.  
  • Apprenticeship Protsahan Yojana: Under this scheme, the government aims to promote skill-based learning and incentivise industries to engage apprentices. The government reimburses 50% of the stipend payable to apprentices or trainees during the training period. 
  • Labour Inspection Scheme: This scheme aims to promote transparency and accountability in labour inspections by giving a period of 72 hours to upload inspection reports and ensure fairness and reduce inspector corruption. 
  • Revamped Rashtriya Swasthya Bima Yojana: This scheme provides cashless health insurance coverage of Rs.30,000 per family per year to workers in the unorganised sector and their families for hospitalisation expenses through empanelled hospitals. 
  • Universal Account Number: It unifies multiple Provident Fund accounts and gives employees a permanent identification number, which is held by a worker throughout their career and enables easy portability, online access to details, easy transfers, and greater control for employees.

Eligibility under the Shramev Jayate Yojana

The Shramev Jayate Yojana’s main beneficiaries are India’s vast manpower, those who are the industrial and unorganised sector workers, who can access benefits such as the Universal Account Number (UAN), portable Provident Fund accounts, health insurance, and skill training opportunities.  

Additionally, the program also reaches out to employers and entrepreneurs through the Shram Suvidha Portal. Companies registered under the EPF (Employee’s Provident Fund) and the ESIC (Employee’s State Insurance Corporation) can access this portal to manage workforce-related formalities. Organisations with a minimum of 20 employees are eligible to generate their Labour Identification Number (LIN) and facilitate UAN issuance for their workforce.

Step 2: Select the “Create a Shram Suvidha Account.” 

Step 3: Fill in all the required details and click on the “Verify” button to authenticate your registration using OTP. 

Step 4: After creating your account successfully, you can easily set up your portable EPF account linked to your unique Universal Account Number (UAN).
