Saansad Adarsh Gram Yojana 2026

The Saansad Adarsh Gram Yojana (SAGY) was launched by the Prime Minister of India on 11 October 2014. The purpose of SAGY was to fulfil the vision of Mahatma Gandhi to make ideal Indian villages a reality. Under the scheme, each Member of Parliament (MP) needs to adopt a Gram Panchayat and oversee its comprehensive development, giving equal importance to social progress and infrastructure growth. The selected ‘Adarsh Grams’ are envisioned as models of local governance and rural development while serving as an inspiration for other villages.  

With active participation of the community and use of scientific planning tools, a development plan for each village is formulated under the MP’ guidance.

Objectives of the Saansad Adarsh Gram Yojana (SAGY)

  1. To create better livelihood opportunities by enhancing and utilising the social capital villages have. 
  1. To reduce socio-economic disparities among different groups by focusing on education. 
  1. Boosting productivity sectors such as agriculture, education, health, infrastructure, sanitation, and skill development. 
  1. To make improvement in human development indicators of gender equality, literacy, and nutrition. 

Eligibility Criteria Under Saansad Adarsh Gram Yojana

  1. Gram Panchayat should be the fundamental unit under the scheme. 
  1. The selected village needs to have population between 3,000 to 5,000 in plain regions, and 1000 to 3,000 in hilly, tribal, or difficult terrains. (If such population size is not available then a Gram Panchayat with population closest to the required limit may be chosen.) 
  1. Each MP will select a suitable Gram Panchayat, excluding their own village or that of their spouse. 
  1. The MP will initially adopt one Gram Panchayat followed by two additional villages to be taken up subsequently for their development. 
  1. A Lok Sabha MP must choose the Gram Panchayat from within her or his own constituency.  
  1. A Rajya Sabha MP must select a Gram Panchayat from any rural area located in the State from which they are elected. 
  1. For MPs of urban constituency (where no Gram Panchayats exist), a Gram Panchayat from a nearby rural constituency must be considered for adoption.  
  1. Gram Panchayats already chosen by MPs whose tenure has ended (due to resignation or any other reason) will continue under SAGY, regardless of whether development work has begun. The newly elected MPs will have the freedom to select a Gram Panchayat of their choice, along with two additional villages to be adopted subsequently (by 2019).

Benefits of Saansad Adarsh Gram Yojana

  1. Encouraging healthy habits such as exercise and sports and discourage alcoholism, smoking, and substance abuse. 
  1. It focuses on providing health cards, regular check-ups, balanced sex-ratio, institutional deliveries, and improved nutrition. 
  1. In education, it aims for universal schooling up to 10th Standard. 
  1. The scheme encourages community participation and voluntarism through initiatives like Bharat Nirman Volunteers. 
  1. SAGY supports village-level events like folk art festivals, sport meets, and celebration of Village Day. 
  1. Promoting sustainable farm techniques such as organic farming, soil health cards, micro-irrigation, and setting up of seed banks. 
  1. Building pucca houses and providing clean drinking water in rural households.  
  1. Encouraging environmentally sustainable practices such as social forestry, rainwater harvesting, and roadside plantations. 

Allocation for Saansad Adarsh Gram Yojana

There is no separate fund under this scheme, but MPs obtain funds from various sources and other schemes like- 

  1. Indira Awas Yojana, Backward Regions Grant Fund, Pradhan Mantri Gram Sadak Yojana, etc. 
  1. Funds mobilised through Corporate Social Responsibility (CSR) initiatives 
  1. Revenue generated by the Gram Panchayat itself 
  1. Allocations under the Member of Parliament Local Area Development (MPLAD) Scheme 
  1. Grants from the Central and State Finance Commissions.
