Operation Greens Scheme 2026

The Operation Greens scheme was launched in the Union Budget 2018-19 in line with “Operation Flood”. The expenditure laid was Rs.500 crores to facilitate Farmer Producers Organisations (FPOs) in agricultural logistics, processing, and storage facilities.  

The aim of this scheme is to create a sustainable supply chain of Tomato, Onion and Potato (TOP) crops in the country and to provide fair prices of TOP crops to the farmers. 

Objectives of Operation Greens

The objectives of Operation Greens scheme as follows: 

  1. Ensuring that Indian farmers receive the right value for their crops by strengthening production clusters, FPOs, and linking the farmers directly with the market. 
  1. Reducing post-harvest losses by improving infrastructure and building farm gates. 
  1. Creating appropriate cold storages and linking them with consumption centres across the country. 
  1. Stabilising supply of TOP crops by reducing price fluctuations throughout the year.

Strategies under Operation Greens

The scheme of Operation Greens has two strategies:  

  1. Long-term Cohesive Value Chain Development Plans focuses on: 
  • Promoting the creation of FPOs to enhance marketing and reduce the middlemen dependency. 
  • Creating digital ecosystems to supervise the supply and demand of TOP crops. 
  • It supports the development of integrated value chains, including processing units, cold chains, and storage infrastructure for long term price stability.
  1. Short Term Price Stabilisation Operations:

The farmers will be receiving a 50% subsidy from the Ministry of Food Processing Industries (MOFPI) on these 2 components:  

  • Facilitating the movement of TOP crops from farmers to organized storage units. 
  • Utilizing rented storage units essential for storing TOP crops. 

Benefits of Operation Greens Scheme

Projects will receive a grant-in-aid covering 50% of the eligible project cost across all regions, with a maximum limit of Rs.50 crore per project. However, for Farmer Producer Organizations (FPOs), the grant-in-aid will cover 70% of the eligible project cost, subject to the same maximum cap of Rs.50 crore.

Obstacles in implementing the Operation Greens Scheme

  1. Limited awareness among farmers: Many small and marginal farmers remain unaware of the scheme’s benefits and application procedures. 
  1. Rising fuel prices: Many farmers use fuel in farm technologies which is not sustainable for farmers in the long run. 
  1. Inadequate infrastructure facilities: The lack of sufficient cold storages, refrigerated transport, and processing units reduces the scheme’s effectiveness in preventing crop wastage.
