The Ladli Laxmi Yojna is a transformative scheme launched in the state of Madhya Pradesh to improve the state of girl children and to empower, educate, and support them. It was launched by the then-Chief Minister of Madhya Pradesh, Mr. Shivraj Singh Chouhan in April 2007.  

The aim of the Ladli Laxmi Yojana is to bring a positive change in the mindset of parents regarding the girl child. The change in perception has helped in improving the child sex ratio and several health and well-being indicators. The scheme offers monetary assistance at important stages of a girl child’s life, such as when she enrols in school or gets married, motivating families to prioritise and invest in their daughters’ education and well-being.  

Key Objectives of the Ladli Laxmi Yojana

The Ladli Laxmi Yojana is a step in the right direction by the government to tackle the challenges faced by girl child and to create better opportunities for their secure and prosperous future. Its key objectives are:  

  1. To improve the child sex ratio so that the population remain balanced, and to eliminate pre-birth discrimination, female foeticide, sex-selective abortions and discrimination after birth.  
  1. To promote education among girl child and provide them financial assistance, stationery and uniforms, thereby reducing school dropouts.  
  1. To discourage child marriage by offering monetary assistance that matures when the girl child reaches adulthood. 
  1. To support the future needs and aspirations of girl children, such as higher education or marriage. 
  1. To create awareness in society about gender equality and empowering daughters. 

History of the Ladli Laxmi Yojana

The scheme was implemented in April 2007 in the state of Madhya Pradesh by the then-Chief Minister (CM) Shivraj Singh Chouhan. As of now, the scheme has been introduced in other states as well, such as Uttar Pradesh, Bihar, Goa, Jharkhand, Haryana, and Chhattisgarh. To be eligible under the Ladli Laxmi Yojana, the daughter needs to belong to a non-taxpaying family and must be born on or after 1 January 2006. The scheme is implemented by Department of Women and Child Development. 

Benefits of the Ladli Laxmi Yojana

Under the Ladli Laxmi Yojana, the government issues an assurance certificate worth Rs.1,43,000 in the name of the eligible girl child. From the time of registration, an amount of Rs.6,000 per year is deposited into the Madhya Pradesh Ladli Laxmi Yojana Fund for a period of five consecutive years, making a total contribution of Rs.30,000 in her name.  

In addition to this, the girl child receives educational incentives at various stages of her schooling: 

  1. Rs.2,000 upon admission to Class 6 
  1. Rs.4,000 upon admission to Class 9 
  1. Rs.6,000 upon admission to Class 11 
  1. Rs.6,000 upon admission to Class 12 

Further, after completing Class 12, if the girl child enrols in a graduate or professional course (of at least two years’ duration), she receives an incentive of Rs.25,000, distributed in two equal instalments, one at the beginning and other at the end of the course. 

Finally, when the girl child turns 21 years old, has appeared for the Class 12 examination, and marries after reaching legal age prescribed by the government, she becomes eligible for a final payment of Rs.1 lakh. 

Online Application Process

Step 1: Go to Ladli Laxmi Yojana’s official website and select the “Apply” button.  

Step 2: Review the self-declaration and select “Proceed”. 

Step 3: Fill in the Samagra ID of the beneficiary and her family. 

Step 4: Submit all the required details about the girl child and her family. 

Step 5: Click on the “Submit” button. 

Offline Application Process

  1. Visit the nearest Anganwadi Centre, Gram Panchayat or Municipal Corporation and receive the Ladli Laxmi Form. 
  1. Fill in all the details asked in the form. 
  1. Go to the Lok Seva Kendra officer and submit the form with documents asked. 
  1. The application will be processes. After approval the financial benefits will be transferred to the beneficiary’s bank account directly. 

Eligibility Criteria for Ladli Laxmi Yojana

For Normal Cases: 

  1. To be eligible, the girl child must have a date of birth of 1 January 2006, or later. 
  1. Her parents must be permanent residents of Madhya Pradesh. 
  1. It is necessary for the girl child to be registered at the nearest Anganwadi centre. 
  1. The parents should not be income taxpayers. 
  1. The family must have adopted family planning measures after the birth of the second child. 
  1. Families with two or fewer children are required to follow family planning after the second child’s birth. 
  1. The first girl child born from the first delivery is eligible for the scheme’s benefits even if family planning has not been adopted. However, to receive benefits for the second girl child, it is mandatory for either parent to adopt family planning.  

For Special Cases: 

  1. A girl child born to women prisoners will be included under the program. 
  1. In the case of orphans, the Superintendent of an Orphanage or Protection Home must submit the application within one year of the child’s admission and before the child reaches five years of age, or within one year of adoption by adoptive parents. 
  1. In families with no more than two children, if either parent has passed away, registration can be completed up to the child’s fifth birthday. However, if the surviving parent remarried and already has two children, the daughter born from the second marriage will not be eligible under the scheme. 
  1. If three girl children are born together during the first delivery, all three will be entitled to the scheme’s benefits. 
  1. The scheme also extends benefits to a girl child born to a rape victim or a girl child born because of rape. 
  1. The District Collector has the power to grant approval for up to two years, instead of one, in cases where family planning could not be adopted due to health-related reasons. 
  1. The District Collector will carefully examine delayed applications before granting approval or rejection under special circumstances.

  1. A family planning certificate if the case is of second born child.  

Exemptions under the Ladli Laxmi Yojana

  1. A school drop-out girl child. 
  1. A girl child who is married before she completed 18 years of age. 
  1. Parents who have not implemented family planning following their second child’s birth.
