The Qatari riyal is locked at a fixed exchange rate of US$1 = 3.64 QR to the US dollar. Hamad bin Khalifa Al Thani, the Emir of Qatar, signed Royal Decree No. 34 on 9 July 2001 to formalise this rate into Qatari legislation.
