1. Building cards are issued to those who are working under a licenced contractor. This is a popular card and allows the holder to avail themselves of almost all the benefits. In Bihar, this is managed by the Bihar Building and Other Construction Workers Welfare Board (BOCWWB).

Social cards are issued to those who are involved in non-building activities like farming, cultivation, etc. This card allows the holder to avail themselves of health insurance benefits. Workers can also register on the e-Shram portal to receive a Universal Account Number (UAN) for nationwide social security benefits.

Labour cards allow the holder to avail themselves of multiple benefits. They are as listed below:

1. Free Health Insurance Benefit under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), which provides coverage up to Rs.5 lakh per family per year.
2. Child birth assistance. Registered female workers in Bihar receive maternity benefits of approximately Rs.6,000.
3. Assistance during daughter's marriage. The state provides financial aid of up to Rs.50,000 for the marriage of up to two adult daughters of a registered worker.
4. Zero cost education for children
5. Life insurance benefits for children
6. Home loan assistance
7. Assistance to upgrade skills
8. Assistance to buy cycle. Under the Cycle Kray Sahayata Yojana, workers receive up to Rs.3,500 to purchase a new bicycle.
9. Annual financial assistance for clothing has been updated to Rs.5,000 for registered workers in 2026.

1. Bank account number linked with Aadhaar to ensure direct benefit transfers.

4. Passport size photograph (recently taken with a white background).

6. Employment certificate or a self-declaration proving you worked for at least 90 days in the 12 months. 

Eligibility criteria to apply for Labour card in Bihar:

You should fulfill the below-mentioned criteria to be eligible for labour card:

1. You should be 18 years up to 60 years of age.
2. You should be registered as a labourer with the District Labour Office in your area.
3. You should be a resident of Bihar state.
4. You must not be an income taxpayer or a member of organised sector schemes like EPFO or ESIC.

• Visit Official Website
• Click on 'online registration and renewal' tab
• Read all the instructions given on 'Labour act management' page that appears on the screen
• Click on 'Apply for New Registration' tab to register yourself on the portal
• Enter your Aadhaar number and your name exactly as it appears on your Aadhaar card to authenticate your identity via OTP. 
• Create a 'User ID' and 'Password' for yourself by providing the required details
• Login on to the portal using your user ID and password
• Complete all the required details and upload all the required valid documents
• On completing the application, submit it.
• You will have to pay the application fee of Rs.20 for registration.

Fee payment can also be made offline. To make payment offline, you need to generate the challan and pay the fee at your nearest bank.

How to apply/register for Labour Card offline in Bihar?

Follow the steps given below to apply for labour card offline in Bihar:

• Visit Official Website and download the form or obtain a copy of the “BCOW Registration Form” from your nearest Common Service Centre (CSC) or Vasudha Kendra.
• You can also get a form from Bihar labour department
• Fill in your details in the registration form
• Submit it along with the relevant documents to the Panchayat Employment Servant (Rojgar Sevak) or the Block Development Office.
• Pay the application fee. The fee is currently Rs.20 for a period of one year, or you can pay Rs.50 for a 3-year registration cycle.
• Once verified successfully, your application will be approved and you will be granted a labour card.

• You can either enter your Aadhar card number, application number or Registration number to check the status.
• Enter the 'Captcha'.
