The government of Punjab has introduced an online e-portal for the registration of Punjab labour cards. All construction workers and labourers can register for a labour card by accessing this online portal. Workers will be able to avail themselves of various benefits offered in government schemes by using this labour card. The National Informatics Center (NIC) has designed this portal specifically for labour laws and workers' health, safety, and welfare.

Through this online e-labour portal, workers will be able to access online services. All the benefits will be transferred directly to the bank accounts of the workers. The idea behind introducing the online e-portal was to eliminate the need to visit several government offices in order to obtain labour cards and go through time-consuming procedures. This way, workers can save their time and apply for a labour card at their convenience.

Eligibility Criteria for Labour Card in Punjab:

To apply for a labour card in Punjab, you have to fulfil the following eligibility conditions:

  1. You must be aged between 18 years and 60 years.
  2. The applicant must have worked for at least 90 days in the construction sector in Punjab during the preceding 12 months.
  3. The individual should be an unorganised worker and must not be a member of any other Welfare Fund established under any law. 
  4. You must not work in the organised sector or be a member of EPF/NPS/ESIC.
  5. Your monthly income must be Rs.15,000 or less.
  6. You must be an unorganised worker.
  7. You must not be an income taxpayer.

  1. Proof of identity (Aadhaar card)
  2. Proof of age, which can be a birth certificate, school certificate, or a self-declaration if no other proof is available.
  3. A certificate from the employer or contractor (Form No. 28) proving the completion of 90 days of work.
  4. A valid nomination form (Form No. 27) and details of all dependents. 
  5. Savings Account or Jan Dhan account number with IFSC details
  6. Passport size photographs

  • Visit the official website of the Punjab Building and Other Construction Workers Welfare Board.
  • Click on 'Create New Account' on the homepage.
  • A registration form will appear on the new page.
  • Enter the required details such as your name, mobile number, email address, and Aadhaar number.
  • Enter the captcha and click on 'Submit'.
  • Once you have registered, you can access your account with your username and password to upload documents and pay the one-time registration fee of Rs. 25.
  • Under the 2026 portal updates, workers can also track their application status online by entering their Aadhaar or registration number.

  3. Benefits from the Punjab State Labour Welfare Board's welfare schemes will be transferred directly into the bank accounts of the workers.
  4. Through this e-portal, the workers will be able to avail of various services such as the facility to view and download inspection reports, provide labour welfare contributions via an online payment channel, file annual returns, etc.
  5. It is important to note that under the 2026 updates, the Punjab Labour Department has simplified access by removing the requirement for a marriage certificate from a Tehsildar for the Shagun Scheme and the child’s Aadhaar card for maternity benefits.

Benefits of Punjab Labour Card:

The benefits offered to Punjab labour cardholders are as follows:

  1. Registered construction workers' children (1st class to degree course) will be offered Rs.3,000 to Rs.70,000 per year under the stipend scheme.
  2. The board has now abolished the previous two-year service condition for the stipend scheme, allowing workers to claim education benefits for their children from the very first day of their contribution. 
  3. In the event of the death of a registered construction worker or their family member, Rs.20,000 will be offered for funeral expenses.
  4. An ex-gratia payment of Rs.3 lakh is provided to the nominee in the case of the natural death of a registered worker, while Rs.5 lakh is granted in the case of accidental death or 100% disability. 
  5. An amount of Rs.20,000 per year will be offered to physically handicapped or mentally challenged children of the workers.
  6. A registered construction worker will now be offered Rs.51,000 for the marriage of up to two daughters under the updated Shagun Yojana.
  7. Under the maternity benefit scheme, female workers receive Rs.21,000 per delivery, while male workers receive Rs.5,000 for their spouse’s delivery for up to two children. 
  8. The government offers a free cycle to the children of registered construction workers in Punjab who are in grades 9th to 12th.
  9. This cycle scheme is also available directly to the registered worker once every five years of active membership.
