What is the Solar Charkha Mission?

The Solar Charkha Mission aims to establish “Solar Charkha Clusters” to promote the use of solar energy. Each cluster will consist of 200 to 2042 beneficiaries in a main village and its surrounding villages. The beneficiaries include weavers, stitchers, spinners, and other skilled workers.

Features of the Solar Charkha Mission

  1. Each cluster has a maximum grant-in-aid of Rs.9.60 crores, which will be provided in the form of Special Purpose Vehicle (SPV), Capital Subsidy for Individual, and interest aid for working capital and capacity building.

Eligibility Criteria to Apply for the Solar Charkha Mission

All Khadi and Village Industry Institutions can apply for the scheme. However, to be eligible, the KVI must comply with certain parameters. The eligibility criteria to be a part of the Solar Charkha mission are as follows: 

  1. Should have assets and a positive balance sheet 
  1. Should have a sales income of at least Rs.1 crore in each of the last three financial years. 
  1. Should have a craftsman base of 200 or more. 

Institutions like Section 8 Companies, Trusts, SPVs, Societies, or Limited Liability Partnerships under the Companies Act of 2013 can also apply for the scheme. The eligibility criteria for such institutions are as follows: 

  1. Should have sufficient relevant experience. 
  1. Should have adequate financial resources both in equity and debt. 
  1. Should have a proper Management Information System. 
  1. Good financial performance in the last three financial years. 

First timers who wish to join the village industry movement can also apply for the scheme. The criteria are as follows: 

  1. Financial commitment from Scheduled Commercial Banks, Non-Banking Financial Companies, Private Equity Funds, Venture Capital Funds, etc. 
  1. Proper Management Information System 
  1. Commitment to rural and social upliftment.
