Kerala Birth Certificate

In Kerala, a birth certificate is required to access various government services, enrol in schools, and obtain identities like voter ID, driving license, passport, and others. The registration of birth in Kerala occurs as per the Birth and Death Registration Act 1969 and the Kerala Birth and Death Registration Rules 1999. 

Registration Requirements for Birth Certificate in Kerala 

According to the Indian regulations, the event of birth is required to be registered with the concerned local authority such as Gram Panchayat, Municipality, Municipal Corporation, or Kannur Cantonment, based on the location where the birth takes place.  

The birth of a child outside India to Indian parents can be registered at the Indian Consulate under the Citizenship Act,1955. In this case, it does not need to be registered again in India under the Registration of Births and Deaths Act, 1969. 

Documents Required for Birth Certificate in Kerala 

The following documents and details are required as proof of birth to be issued by the hospital where the child is born and must be submitted when applying for a birth certificate both offline and online:

General Instructions to be Followed in Birth Registration Process 

  • Birth must be reported within 21 days of its occurrence. 
  • Registering birth after 21 to 30 days will incur a fine of Rs.2. 
  • To register birth between 30 days to one year, the District Registrar approves it in Grama Panchayats, while the Municipal Secretary approves it in Municipalities and Corporations. 
  • To register birth after one year needs the approval of the Revenue Divisional Officer. 
  • Registering birth without child’s name can be added after paying late fee of Rs.5 up to one year. 
  • If 15 years have passed since birth registration, the child’s name can still be added by 13.07.2026. 
  • For births registered before 1970, name inclusion or corrections require approval from the Chief Registrar. 
  • Under Section 15 of the Registration of Births and Deaths Act, 1969, errors in birth or death records can be corrected. 

Online Application Download Process 

  1. Visit the website: ksmart.Isgkerala.gov.in 
  1. Click on the “Register” button and click on ''Citizen Registration''. 
  1. Create an account by filling in details such as Aadhaar number and providing the OTP. 
  1. Go to home page and click on “Login” and then choose “Citizen login” 
  1. Give phone number or email ID and click on “send OTP”. 
  1. Give OTP and click on the “Login” button. 
  1. Choose the “New Application” option and then click “Birth certificate’ among the services. 
  1. Scroll down and you will find “Birth Certificate Search and Download”. 
  1. Click on “Change search language” on the right upper corner and choose preferred language. 
  1. Choose the “Normal Search” option and fill in details like name of the district in which birth took place.  
  1. Choose local body type, type mother’s name, child’s sex and date of birth and click on “Search”. 
  1. Click on the “Action” button. A digital birth certificate will appear. 
  1. Click on the download button.  

Download Process of Birth Certificates in Kerala 

  • Grama Panchayat: Download the birth certificate from “ILGMS Citizen Portal” by entering mother’s name and date of birth of the child. 
  • Municipalities and Municipal Corporation: The certificate can be downloaded from the “K Smart Citizen Portal” by typing the date of birth and mother's name. 

In case of non-availability of birth certificate online, you can visit the Municipality, Municipal Corporation, or Grama Panchayat in person.
